SUBJECT: KC-46 Landing Gear Spares for 417th Supply Chain Management Squadron (SCMS)

1.0 Scope



The 417th Supply Chain Management Squadron (SCMS), the Enterprise Hill Commodity Council (EHCC), and the Defense Logistics Agency (DLA) are seeking information to develop a 10-year Indefinite Delivery, Indefinite Quantity (IDIQ) contract. This contract will be for the purchase of SCMS-managed KC-46 Landing Gear National Item Identification Numbers (NIINs). A suggested list of NIINs is included in Attachment 1. This list may be modified prior to the formal solicitation.



2.0 Background



The KC-46 aircraft provides global, all-weather, day-and-night aerial refueling for receiver-capable U.S., allied, and coalition military aircraft, including unmanned aircraft. As a derivative of the Boeing 767-2C, the KC-46 Tanker is modified to meet unique military requirements. The fleet requires ongoing procurement support for end-item and sub-component spares to ensure asset availability and long-term readiness.



Initial market research indicates that Boeing is the Original Equipment Manufacturer (OEM) and that the U.S. Government does not possess complete, unrestricted technical data packages.



3.0 Intent of RFI



The KC-46 Landing Gear acquisition team requests feedback from industry to help shape the support strategy for KC-46 landing gear end items and field-level subcomponents. We are seeking open comments and feedback on the topics and questions outlined below.



4.0 Questions for Industry

  1. Specify for which, if any of the parts are proprietary to your company and deemed unusable by any other sources without a formal written agreement.

  2. Are you qualified to manufacture any of the components listed in this announcement? If so, by whom are you qualified and for what components?



3. Production Lead Time:




  • What is the estimated production lead time for each part on the NSN list?

  • Provide details on your manufacturing capacity, including any constraints and the maximum number of units you can produce per month.



4. Pricing Strategy:

We are exploring the feasibility of securing fixed pricing for up to 5 years.




  • Would your company consider providing fixed pricing for a five-year period?

  • If not, what is the maximum number of years for which you could provide fixed pricing?

  • What factors influence your ability to offer a five-year fixed price?

  • Can you provide detailed commercial pricing support for a commercial proposal?

  • Are quantity-based price breaks or minimum buy quantities available?

  • What are your views on performance incentives/disincentives? What types are common in the commercial industry?



5. Risk Mitigation:



We would like feedback on what your company foresees as potential risks in developing this strategy and, if possible, how they could be mitigated. Please also address:




  • The contemplated contract term is 10 years (a 5-year base with a 5-year option). Do you have any concerns with this duration?

  • We are targeting a 90-day proposal turnaround time. Is this sufficient? If not, what timeframe would you recommend?



6. Diminishing Sources (767-300 Gear):




  • Is there a healthy manufacturing base for new 767-300 landing gear parts?

  • Are there any current or anticipated raw material shortages?



7. General Recommendations:




  • Are there any industry recommendations that should be considered for potential impact, adjustment, or incorporation into the acquisition strategy?



5.0 Submission Instructions



The government is accepting responses to this RFI via email only. Please provide written responses to the Contracting Officer by 27 February 2026.
