PROJECT DESCRIPTION
Sealed proposals for the Whitehall Police Department Piping Replacement project will be received by the City via BidExpress until 1:00 pm, local time, on July 29th, 2026. At that time and place, the bids will be publicly opened. The City of Whitehall may choose not to award the bid until 30 days after the bid opens. The Work of Project is defined by the Contract Documents and consists of the following:
Project consists of demo and replacement of existing hot and chilled water piping throughout the building and the demo and replacement of existing fan coil units.
1. Piping to remain includes:
a. Piping running over the gun range
b. Piping running below stairs
c. Piping in floor slab
d. Piping serving the North addition running through Corridor 006.
The project also includes the addition of the replacement of cabinet unit heaters in the stairs, adding sensors to old garage and radio equipment room to monitor thru the BAS, and adding FCU-5 and associated piping to women’s locker room.
All work is to be completed under a General Contract. The completion date for all work under this project is February 1, 2027.
The total estimated cost of the Base Bid is $1,000,000.00.

The work shall commence within thirty (30) calendar days after signing of the Notice to Proceed and must be completed within one hundred eighty (180) consecutive calendar days for the Base Bid described in the bidding and contract documents.
The Bidder will be required to state in full detail, with his Proposal, his experience in this class of work; bids from contractors inexperienced in this particular class of work will not be considered.
This project requires payment of prevailing wages to all workers during the course of construction activities. Bidders must comply with the prevailing wage rates on public improvements in Franklin County and the City of Whitehall, Ohio as determined by the Ohio Bureau of Employment Services, Wage and Hour Division, (614) 644-2239. State of Ohio prevailing wage rates are included in the Contract Documents and prospective bidders shall take them into account in preparing bids.
The City of Whitehall, Ohio, reserves the right to reject any and all bids.
