INVITATION TO BIDDERS

Bids will be received until 2:00 pm Wednesday July 22, 2026, at which time they will be publicly opened and read aloud for the following project:

Storm and Sanitary Sewer Maintenance Services

RFP No. 26-10

The City of Webster requires the services of an experienced storm and sanitary sewer system maintenance company, capable of providing specialized equipment and skilled technicians for jetting and vacuum needs, and sewer system inspections, for furnishing all labor, supplies and supervision necessary for construction.

Sealed bids must submitted with one original and three copies, properly labeled and clearly marked with the bid number and description – Storm and Sanitary Sewer Maintenance Services, RFP No. 26-10, and directed to the City Secretary, City of Webster City Hall, 101 Pennsylvania Ave., Webster, TX 77598, by 2:00 pm Wednesday July 22, 2026. No faxed bids will be accepted.

BIDDERS should inspect the site and be knowledgeable of all local conditions. Time of completion shall be as stated by Bidder on the Bid Form, including weekends and holidays.

Bid documents, including bid proposal forms, plans sheets, and specifications for the project, may be viewed and downloaded from www.webstertx.gov/bids or by registering with www.civcastusa.com . Bidders must register on this website in order to view and/or download specifications, plans, and other related documents for this project. There is NO charge to view or download documents.

THE ISSUING OFFICE for the bidding documents is the City of Webster Public Works Department, located at 855 Magnolia Ave., Webster, Texas 77598. Questions about the project can be posted on www.civcastusa.com . Deadline for posting questions is July 16, 2026, at 10:00AM.

NO BID may be withdrawn after the scheduled opening for at least ninety (90) calendar days.

The City of Webster reserves the right to reject any or all bids, waive formalities and award the bid to the lowest responsive and most qualified bidder.

The City of Webster is seeking proposals for storm and sanitary sewer system maintenance
services. Proposals will include fixed rates for the services outlined in the scope of services.
Scope of Services: The City of Webster requires the services of an experienced storm and sanitary

For reference purposes, the chart below outlines service quantities from our previous four

Proposal Submission:
Submit one (1) original with original signatures and three (3) copies of the respondents proposal
in a sealed manner marked as follows:

Sealed proposals must be received, marked Storm and Sanitary Sewer Maintenance Services
RFP No. 26-10and addressed to the City Secretary, City of Webster City Hall, 101 Pennsylvania
Avenue, Webster, Texas, 77598 on or before 2:00 p.m., local time, July 22, 2026. Proposals will
be opened and names publicly read in the City of Webster Council Chambers immediately after
the closing hour for the proposals on said date. NO LATE PROPOSALS WILL BE CONSIDERED. Bid
documents, including bid proposal forms, plans sheets, and specifications for the project, may
be viewed and downloaded from www.webstertx.gov/bids or by registering with
www.civcastusa.com. Bidders must register on this website in order to view and/or download
specifications, plans, and other related documents for this project. There is NO charge to view or
download documents.
Inquiries and Interpretations: Any inquiries regarding this Request for Bids shall be directed, in
writing on www.civcastusa.com.

Responses to inquiries which directly affect an interpretation or change to this RFP will be issued
in writing by addendum and emailed to all parties recorded by the City of Webster as having
received a copy of the RFP. All such addenda issued by the City of Webster prior to the time that
proposals are received shall be considered part of the RFP, and the Respondent shall be required
to consider and acknowledge receipt of such in their response.
Only those inquiries the City of Webster replies to by formal written addenda shall be considered
binding. Oral and other interpretations or clarification will be without legal effect. The
Respondent must acknowledge all addenda. Failure to acknowledge any addenda may result in
disqualification.
Award Process:
One Respondent, who offers the overall best valueto the City of Webster, as determined by
the City in its sole discretion, will be selected. Following the receipt of proposals, the City will
rank respondentsproposals based on the criteria provided below.

The City reserves the right to reject any and/or all proposals, to waive any and all technicalities
and to accept any proposal or part thereof, which in the opinion of the City Council, is most
advantageous to the City. In case of ambiguity or lack of clearness in stating the prices in the bid,
the City reserves the right to consider the most advantageous bid thereof or to reject the bid.
Terms and Conditions:
Any agreement made as a result of this RFP shall be effective for one year from date of COUNCIL
approval. The agreement may be renewed annually for up to (4) additional consecutive (12)
month periods, providing both parties are in agreement to continue under the same terms and
conditions set forth within the original proposal.
The City of Webster may, by serving thirty (30) days advance written notice, terminate
any agreement entered into without cause.
Failure of the contractor (1) to provide materials or services in accordance with
specifications of the original proposal, (2) to comply with commitments, (3) to ensure the
performance of materials or services or (4) to comply with the terms and conditions as
set forth herein will be cause for immediate termination of the agreement.
Any attempt to provide any product and/or service not specifically identified in the
specifications of the original proposal, or which is provided without written
consent/concurrence of the City of Webster, is a breach of the contract.
Indemnification:

By submission of a proposal, the signee agrees to indemnify and save harmless the City of
Webster, including its officers, agents and employees, from all suits, including attorneysfees
and costs of litigation, actions, loss, damage, expense, cost or claims of any character, including,
without limitation, infringement, use of any copyrighted or non-copyrighted composition, secret
process, patented or unpatented invention, article or appliance furnished and used in
conjunction with the performance of the work specified herein, injury to or death of any and all
persons or property damage sustained and caused by any act, omission, neglect, or misconduct
of the contractor, or on account of any action, claim or amount arising or recovered under
workmens compensation law, or arising out of failure of the contractor, or those acting under
the contractor, to conform to any statutes, ordinances, regulations, law or court decree. It is the
intent and agreement of the parties that the City of Webster shall, in all such instances, except
for loss or damage resulting from the sole negligence of the City of Webster, be indemnified
against all liability, loss or damage. Respondents may be required to furnish a bond or other
indemnification to the City of Webster against any and all loss, damage, costs, expenses, claims
and liability for patent or copyright infringement.
CONTRACTOR'S INSURANCE:
The contractor shall produce and maintain, at his own expense during the contract period,
liability insurance as hereinafter specified. Contractor's general public liability and property
damage insurance including vehicle coverage issued to the Contractor and protecting him from
all claims for personal injury, including death, and all claims for destruction of or damage to
property, arising out of or in connection with any operations under the contract whether such
operations be by himself, or by a subcontractor under him, or anyone directly or indirectly
employed by the Contractor or by a subcontractor under him. Insurance shall be written with a
limit of liability of not less than $500,000 for all damages arising out of bodily injury, including
death, at any time resulting there from, sustained by any one person in any one accident; and a
limit of liability of not less than $1,000,000 for any such damages sustained by two or more
persons in any one accident. Insurance shall be written with a limit of liability of not less than
$300,000 for all property damage per occurrence.
The Contractor shall procure and maintain, at his own expense during contract period, in
accordance with the provisions of the laws of the State of Texas, Workmen's Compensation
Insurance for all of his employees, and in any case work is sublet, the Contractor shall require
such subcontractor similarly to provide Workmen's Compensation Insurance for all of the latter's
employees unless such employees are covered by the protection afforded by the Contractor.
Certificates of Insurance acceptable to the City of Webster shall be filed with the City prior to the
beginning of the contract. These certificates shall state the policy types, amounts, class of
operations covered, effective dates, dates of expiration, and shall contain a provision that
coverage afforded under the policies will not be canceled or materially altered except after thirty
(30) days prior written notice has been received by the City. The City of Webster shall be listed
on insurance certificate as an additional insured.
The successful respondent(s) shall, within five (5) days after award of bid, furnish the City
of Webster with Certificates of Insurance for the required insurance coverage. The

Certificates shall be issued by an insurance company authorized to transact business in
the State of Texas.
The successful respondent(s) shall maintain insurance, throughout the term of agreement
for this work, and provide certificates of insurance for such types of insurance and the
minimum limits as follows:
WorkersCompensation and Employer's Liability - A certificate of insurance
evidencing statutory coverage for WorkersCompensation coverage, injury and a
limit of liability of $500,000 for Employer's Liability.
Auto Liability* - A certificate of insurance evidencing coverage of owned, non-
owned and hired vehicles with an individual single limit for personal injury and
property damage of no less than $300,000 for each occurrence.
General Liability* - A certificate of insurance evidencing coverage for General
Liability written on a comprehensive form, with coverage of at least $300,000 for
each occurrence for bodily injury, products and completed operational,
premises/operations, contractual insurance, independent contractors insurance,
broad form property damage and personal injury.
*The successful bidder shall provide appropriate certification that any rental
equipment used for the performance of this work is insured to the minimum
limits of liability.
CONFORMATION WITH LAWS:
All services required herein, shall be accomplished in conformity with the laws, ordinances, rules,
regulations and restrictions of the City of Webster, Harris County, State of Texas and the United
States.
LICENSES:
The contractor acknowledges that in order for the City of Webster to enter into a valid contract,
the contractor must maintain in current status all federal, state and local licenses, qualifications
and permits required for the operation of the contractors business within the State of Texas.
The contractor expressly agrees that the contractor shall maintain in current good status all
required licenses.
