Sealed proposals will be received from Bidders by the City of De Soto, hereinafter referred to as the Owner, at the office of the Assistant City Administrator at De Soto City Hall, 32905 W. 84th Street, De Soto, Kansas, until the above time for the construction of the Riverfest Park Monument Sign. Proposals will be held in strict confidence and will not be opened or evaluated until the proposal deadline. At that time, the proposals will be opened and read aloud. The location of the bid opening is De Soto City Hall at 32905 West 84th Street in De Soto, Kansas. Proposals will be opened beginning at the above time.

The Riverfest Monument Sign is a custom-designed, freestanding entry feature located at Riverfest Park in De Soto, Kansas. The structure measures approximately 21 feet in length and 6 feet in height with a 4-foot bent end wall and is intended to serve as a prominent visual landmark that enhances the park’s identity and provides clear entry signage. The monument includes a colored concrete sign panel with powder-coated aluminum graphics and 8-inch dimensional inset lettering that spells “Riverfest Park.” The lettering is backlit with integrated LED halo lighting for nighttime visibility. The sign sits on a cast-in-place reinforced concrete footing engineered to meet structural and wind load requirements. A landscape bed of river rock covers the ground space in front of the sign. A site history interpretation plaque will be incorporated onto the end wall (by others) to recognize the historical and cultural significance of Riverfest Park. Electrical work must be coordinated with the City’s designated electrician.

This project includes the following work:

a. Mobilization and site preparation

b. Staking, traffic control setup, and site security measures

c. Excavation, rough grading, and compaction using City-provided fill soil

d. Topsoil replacement and finish grading

e. Construction of a cast-in-place concrete footing with reinforcement

f. Installation of a cast-in-place concrete monument sign wall, including:

g. Integral-colored concrete with light sand-blast finish

h. Reinforcing steel

i. Fabrication and installation of aluminum sign graphics, including:

j. Steamboat graphic element

k. Sand-blasted inset lettering, painted black

l. LED “halo” back-lighting for steamboat graphic

m. Electrical service connection from existing pedestal to the monument

n. Seeding of all disturbed areas with fescue and erosion blanket (Curlex I Single Net or approved equivalent)

o. Construction of a sidewalk connection to the existing trail, providing access to the interpretive plaque.

Bid Alternates may include:

p. Addition of LED ground-mounted spotlight for the text portion of the sign.

q. Decorative stone installation at the monument sign base.
