Description

PROJECT DESCRIPTION: The US Army Corps of Engineers Philadelphia District has 5 multipurpose flood control projects located within the Delaware River Basin. While operating and maintaining these earth fill structures, it is critical to manage the spread of unwanted woody vegetation in these projects’ critical areas. This contract will service all 5 projects including Beltzville Dam, Lehighton PA, Bernville Protective Works as part of the Blue Marsh Lake Project in Bernville PA, Francis E. Walter Dam, White Haven PA, General Edgar Jadwin Dam, Honesdale PA, and Prompton Dam, Prompton PA. In addition to the flood control projects, the Army Corps of Engineers Philadelphia District maintains the Chesapeake and Delaware (C&D) Canal located in the Maryland and Delaware. The C&D Canal is navigable waterway used by commercial vessels to transit between Philadelphia, PA and Baltimore, MD. A critical portion of this project will also be included, encompassing approximately 26 total miles of rip-rap armored shoreline which protects the north and south banks along the canal system.



Every two years, the Northern Area Dams and the C&D Canal require a contracted herbicide spraying program to effectively control woody vegetation on the site’s embankments, groins, abutments, and 15ft beyond all contact points. This helps ensure the integrity of the earth filled structure. This program also serves as a way to control invasive plant species and the spread of unwanted phragmites while aiding to reduce maintenance efforts at each project. At the C&D Canal, a maintenance road runs parallel to the canal with utility poles spaced every 250’ between the road edge and the rip-rap armor. Vegetation needs to be controlled to prevent growth that will interfere with navigation lights and electrical wires attached to the utility poles.



BASIS FOR SELECTION OF AWARD: Award shall be made to the offeror who is determined to be responsible and provides a qute that is determined to be fair and reasonable. Quote must meet or exceed the scope of work and delivery schedule to be considered for award.
