Naval Sea Systems Command (NAVSEA) intends to award a sole source contracting action to Q.E.D Systems, Inc. (Q.E.D.) to establish a Basic Ordering Agreement (BOA) to identify sources, procure, receive, store and ship long lead time material (LLTM) associated with ship maintenance, repair and modernization availabilities completed on CG, DDG-51, DDG-1000, LCS, LHA, LHD, LPD, and LSD class ships.
The scope of this contemplated BOA includes all labor, supervision, equipment, facilities, and quality assurance necessary for the identification of sources, procurement, receipt, storage and shipment of LLTM. Additional requirements include providing warehouse facilities to store and coordinate shipment of LLTM supporting specific Navy Regional Maintenance Centers (Mid-Atlantic Regional Maintenance Center – Norfolk, VA, Southeast Regional Maintenance Center – Mayport, FL, Southwest Regional Maintenance Center – San Diego, CA, Northwest Regional Maintenance Center – Bremerton, WA and Hawaii Regional Maintenance Center – Pearl Harbor, HI).
Q.E.D., as the Specification Development and Availability Execution Support contract holder, provides specification development support services for ship maintenance, repair and modernization availabilities completed on CG, DDG-51, DDG-1000, LCS, LHA, LHD, LPD, and LSD class ships. As part of their overarching planning scope, Q.E.D. is required to provide extensive LLTM research at the work item level. To fulfil their requirements regarding LLTM research scope, Q.E.D. must source, validate availability, and price (when applicable) for each material item they identify as part of each work package requirement. Awarding the LLTM procurement scope to any contractor other than Q.E.D. would result in a duplication of the material sourcing, validation, and pricing efforts and create substantial additional costs. Moreover, Q.E.D.’s personnel and warehousing facilities are co-located near the Navy’s Regional Maintenance Centers (RMCs), enabling rapid receipt, inspection, and delivery of LLTM to the waterfront. This proximity supports real-time quality assurance, quick resolution of discrepancies, and responsive coordination with RMC staff. Q.E.D.’s local footprint ensures timely, accurate LLTM support aligned with high-tempo availability execution and is essential to avoiding unacceptable delays in meeting Navy maintenance requirements.
This notice of intent is not a request for competitive proposals. However, all responsible sources may submit an exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by the response due date as specified in this notice. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A determination not to compete this requirement, based upon response to this notice, is solely within the discretion of the Government. NAVSEA will not be responsible for any costs incurred by interested parties in responding to this notice. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. Questions concerning this sole source acquisition may be directed in writing to the contract's points of contact as provided in this notice.
All submitted materials will be designated for Government Use Only. Third party support contractors providing support to NAVSEA Surface Warfare Directorate, SEA 21 will have access to the submitted material. These contractors have executed non-disclosure agreements with SEA 21. Submission of material in response to this synopsis shall constitute consent to allow access to the material/information by any relevant third-party support contractor supporting SEA 21. Submitted material/information will be safeguarded in accordance with the applicable Government regulations.
