RFP 6156 Emergency Mass Notification System

Project Description: 1.1 Introduction/Purpose
The County of Ventura (hereinafter referred to as County) invites your organization to submit a written proposal to provide technology solutions for an Emergency Mass Notification System for the residents of all 10 cities and unincorporated areas of Ventura County.
Proposals shall be due no later than 5:00 p.m. on Wednesday October 23, 2024 for the furnishings of Emergency Mass Notification System in accordance with the attached Terms and Conditions, Instructions to Offerors which by this reference are made a part hereof.
Offerors shall be skilled and regularly engaged in the general class or type of work called for in the solicitation documents.
1.2 Background Ventura County is 2,208 square miles in size, with a population of approximately 850,000 people. Several natural and human-caused hazards pose an unavoidable risk to people and property in and around Ventura County. The role of Ventura County Sheriff Emergency Services is to anticipate hazards to minimize and otherwise manage risk; mitigate vulnerability; and prepare for, respond to, and recover from incidents as effectively and efficiently as possible.
Ventura County maintains an Emergency Operations Plan which serves as the primary guide for conducting emergency management within the County. Recent incidents, responses, and exercises have shown the great value of having an emergency notification system for our public awareness.
1.3 Pre-proposal Conference
A NON Mandatory pre-proposal conference will be held at 10:00 a.m.. on Wednesday, October 9, 2024 at the Ventura County Purchasing Services office, 800 S. Victoria Ave., Ventura, CA
The purpose of this meeting is to clarify requirements and answer vendor questions. In order to provide comprehensive answers and minimize response time, Offerors are asked to submit questions in writing prior to this conference. Pre-proposal questions should be submitted to the Buyer under the “Messages” tab of the solicitation online at: https://ventura.bonfirehub.com/portal/?tab=login .

The following is an outline of the anticipated schedule for the proposal review and contract award.
Issue Request for Proposal (RFP) September 25, 2024
Pre-Proposal Conference October 9, 2024

Proposals Due October 23, 2024
Evaluation-award October/November 2024
Start Work January 2025
The Contractor shall not commence work until a meeting between representatives of the contractor and the County of Ventura is held. The meeting will be held at a County of Ventura site, at a time and date to be established. The schedule set forth above is subject to change.
