REQUEST FOR INFORMATION (RFI):

In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is issuing this RFI announcement as part of its market research. This RFI announcement is intended to determine the availability and technical capability of businesses to provide the required supplies.

BACKGROUND:

The Naval Surface Warfare Center, Crane Division (NSWC Crane) is seeking information for market research purposes for the procurement TR-333 Hydrophone Connectors, Hydrophone/Thermistor Connectors, Thermistor Connectors, Hydrophone/Transducer Connectors, and Transducer Connectors. These connectors are utilized in the manufacturing of the TR-333 Hydrophones, which is in support of the Strategic Systems Program (SSP), SP24 TRIDENT Navigation Subsystem. This procurement anticipates the following five-part numbers will be solicited:

• Drawing 6933108-202, Hydrophone/Transducer Connectors


• Drawing 6933109-201, Transducer Cable Connectors


• Drawing 6029162-203, Hydrophone Connectors

NSWC Crane intends to solicit and award a contract on a sole source basis to Teledyne Instruments, Inc. (Teledyne) 162 Corporate Drive., Suite 100, Portsmouth, NH 03801-6815. This procurement will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 3204 (a)(1) as implemented by FAR 6.302-1(a)(2)(ii), only one responsible source and no other supply or services will satisfy agency requirements.

The basis for restricting competition is that as the Original Equipment Manufacturer (OEM), Teledyne is the only source capable due to its ownership of the propriety data, technology, and manufacturing processes of connectors to meet agency needs. In addition to being the OEM, Teledyne is currently the only certified vendor by the SP24 Program to manufacture the connectors. If alternate vendors are selected, they would have to complete the SP24 Program certification process, which includes three levels of testing; unit testing, next level assembly testing, and operations testing at sea. In addition to the costs associated with the testing, the time to complete the certification process can take thirty-eight to fifty-three months. Based on the above herein, award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition and there is risk of unacceptable delays in fulfilling the agency’s requirements.

This requirement is a follow-on procurement to Contract No. N0016419DGP53, currently being fulfilled by Teledyne.
