REQUEST FOR STATEMENT OF QUALIFICATIONS FOR ENVIRONMENTAL AND ENGINEERING SERVICES FOR SECTION A WEST, SECTION C, SECTION E ANDSECTION F PROJECTS

Request forStatement of Qualifications (SOQ) packets may be obtained from the HidalgoCounty Regional Mobility Authority’s (HCRMA) website from which a CivCAST linkwill be posted at www.hcrma.net . Tobe considered, each firm should submit A PDF version of their proposalselectronically through CivCAST, and ten (10) complete hard copies in a sealedenvelope addressed to Mr. Pilar Rodriguez, P.E., ExecutiveDirector, Hidalgo County Regional Mobility Authority, 203 W. Newcombe Avenue,Pharr, TX 78577 in sealed envelopes clearly marked:

Any informational questions regarding thisSOQ may be submitted in writing via CivCAST to Ruben Alfaro, PE, CFM, PMPDevelopment Engineer, by no later than 4:00 PM, June 13, 2025.

Deadline to submityour proposal via CivCAST is June 20, 2025, at 4:00 PM. Any SOQs received past this deadlinewill not be considered. SOQs will be evaluated on the firm’s technical ability,experience, and ability to perform the work.

The Hidalgo County Regional MobilityAuthority , in accordance with the provisions of Title VI of the Civil RightsAct of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations,hereby notifies all respondents to the SOQ that it will affirmatively ensurethat for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full andfair opportunity to submit SOQs in response to this invitation and will not bediscriminated against on the grounds of race, color, or national origin inconsideration for an award.
