Bids for the construction of the Project will be received at the Grand County Clerk’s office located at 125 E. Center Street, Moab, Utah 84532, until Tuesday, August 26, 2025 at 4 pm local time. At which time, the Bids received will be publicly opened and read. Bid results will be posted on the State Purchasing website, Bonfire, at

The Project includes the following Work: Channel grading and shape restoration along approximately 1.25 miles of the All American Wash, installation of riprap grade stabilization/grade control structures at various locations along the same 1.25 miles of All American Wash and near the Whitehorse subdivision near Lipizzan Jump cul-de-sac, installation of articulating concrete block mat near the Whitehorse subdivision and existing crossings on the All American Wash, and construction of concrete headwalls and wingwalls at Heaven and Chapman road crossings on All American Wash. Installation of new steel arch structures to be performed concurrently by county. Construction elements include excavation, site grading, backfill, riprap installation, articulating concrete block mat installation, and concrete headwall/wingwall construction. The project is designed to enhance stormwater conveyance and mitigate erosion impacts under the USDA NRCS Emergency Watershed Protection (EWP) Program.

A mandatory pre-bid conference for the Project will be held on Tuesday, August 12, 2025, at 2PM local time at Grand County Planning and Zoning Conference Room at 59 N. 200 E. Moab, UT 84532. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference.
