Description

This is a sole source notice of intent and is not a request for proposals or quotations. The determination not to compete this proposed contract action is solely within the discretion of the Government. The Government will not reimburse respondents for any costs associated with preparing or submitting a response to this notice.



The Department of Defense Education Activity (DoDEA) has the following requirements:



For school counselors, school psychologists, and school nurses, DoDEA requires (1) systemic student suicide prevention curriculum for grades 6-12 students that is planned, sequential, and can be delivered as a stand-alone classroom lesson, (2) print and/or digital sets of instructional resources, (3) related virtual professional learning, and (4) a valid and reliable suicide prevention screening instrument.



The applicable North American Industry Classification System (NAICS) code is 611710, Educational Support Services, and the applicable PSC is U009, Education/Training – General Services.



DoDEA intends to award a sole source Firm-Fixed Price (FFP) contract pursuant to FAR 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold where the Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Only one responsible entity can meet DoDEA’s requirements, and no other supplies or services will satisfy the agency’s requirements. The anticipated award contract type is a Firm-Fixed-Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The period of performance will consist of a 1 year base.
