    NOTICE TO PROSPECTIVE BIDDERS
    INVITATION TO BID ON PURCHASE ORDER CONTRACT
    The North Carolina Department of Transportation is requesting bids for the above
    referenced project. The contractor must furnish all labor, materials, equipment, and any
    other items necessary for the completion of this contract.
    BID OPENING
    Electronic bids must be received at the Division 2 Project Development Office, Located
    at 1037 W.H. Smith Blvd., Greenville, by Wednesday, March 11, 2026 at 2:00 PM.
    Bids for this project must be submitted electronically using the on-line system Bid
    Express®. Refer to the Instructions to Bidders in the proposal for more information.
    The North Carolina Department of Transportation, in accordance with the provisions of
    Title VI of the Civil Rights Act of 1964 (78 Stat. 252) and the regulations of the
    Department of Transportation (49 CFR, Part 21), issued pursuant to such act, hereby
    notifies all bidders that it will affirmatively ensure that the contract entered into pursuant
    to this notice will be awarded to the lowest responsible bidder without discrimination on
    the grounds of sex, race, color, or national origin.
    Please note the requirement for all bidders to sign up on the Interested Parties List in
    conformance with the Interested Parties List provision SP01 G02.
    CONTRACT AVAILABILITY
    The availability date for this project is April 10, 2026. The completion date is December
    11, 2027.
