On-Demand Transportation Planning, Traffic Engineering, and Transportation-Related Development Review Services

The City of Greer, South Carolina (the "City") is soliciting proposals from qualified firms to provide on-call transportation planning, traffic engineering, development review, and related professional consulting services. The city intends to award one master agreement under which individual assignments will be authorized by written task order.

Since 2022, the city has adopted a Unified Development Ordinance (September 2025), crossed a population threshold of approximately 50,000 residents, and absorbed sustained development pressure across two counties and two metropolitan planning organizations. The scope of services reflects that changed operating environment, encompassing multimodal and long-range planning, systemic safety analysis, funding and grant development, and ordinance and policy support in addition to traditional traffic impact analysis review.

Greer is a full-service municipality located between Greenville and Spartanburg along the U.S. Highway 29 / Wade Hampton Boulevard corridor, with corporate limits extending into both Greenville County and Spartanburg County. The City's estimated population crossed approximately 50,000 residents as of the U.S. Census Bureau's Vintage 2025 estimates, placing Greer among the fastest-growing municipalities in South Carolina.

Several conditions distinguish Greer's transportation operating environment and should inform proposals:

• Bi-county and bi-MPO jurisdiction. The City is a member jurisdiction of both the Greenville-Pickens Area Transportation Study (GPATS) and the Spartanburg Area Transportation Study (SPATS), and coordinates with SCDOT District 3 (Greenville County) and SCDOT District 4 (Spartanburg County), as well as with the Greenville County and Spartanburg County Transportation Committees regarding C-Fund programming.
• Concentrated freight and industrial generators. Greer hosts BMW Manufacturing, the South Carolina Inland Port at Greer, and substantial distribution and light industrial development, producing truck volumes and turning movements atypical for a city of its size.
• Airport adjacency. Greenville-Spartanburg International Airport (GSP) and its surrounding employment district lie immediately adjacent to the city, creating access, wayfinding, and land use compatibility considerations.
• Interstate influence. Interstate 85 and Interstate 385 shape regional access and interchange-area development patterns, including several interchange areas within or adjoining the city.
• Rapid residential absorption. Sustained subdivision and multifamily activity is generating cumulative traffic effects that individual project-level review does not always capture.
• Constrained legacy network. Portions of the network consist of two-lane rural-section roadways carrying suburban volumes, with limited pedestrian and bicycle facilities, discontinuous local street connectivity, and a number of unaccepted or ambiguously owned road segments currently under study by the city.

The City's governing land use and transportation policy documents include the Comprehensive Plan (adopted 2021), the Unified Development Ordinance (adopted September 2025), the Engineering Manual, and the adopted Capital Improvement Program. Proposers should assume familiarity with these documents will be required and that recommendations must be actionable within their framework.
