SOURCES SOUGHT NOTICE



This is a Sources Sought notice is being issued for market research purposes to determine the availability, capability, and interest of firms for a potential Government requirement.

Requests for a solicitation will go unanswered. No award will be made from this Notice. Responses will be used to determine potential acquisition strategies, understand current market capabilities, and to gain knowledge of potential sources.



GENERAL SCOPE



The United States Army Corps of Engineers (USACE) Southwestern Middle East District (SWM) anticipates a potential requirement for a seven-year Single Award Task Order Contract (SATOC) to support the pre-design activities and 100% design solution supporting the development of a secure compound that is ICD-705 compliant at Al Udeid Air Base, Qatar. These requirements stem from the Space Forces Central Command (SPACECENT) and the Al Udeid Air Base 2040 Strategic Master Plan.



This project is anticipated to include the following:



1. Produce a Planning Charrette Report II (PCR II), including a DD Form 1391.

2. Geotechnical survey.

3. Plan and design a Secure Administrative Headquarters building (CATCODE 141446, Combat Center Building).

4. Ancillary supporting facilities to include, but not limited to, secure warehouse facility, general purpose storage, access control and guard house complex, antennae yard and shelter building, multiple unit buildings, secure perimeter fencing, Intrusion Detection System (IDS) and Closed Circuit Television surveillance of the perimeter and compound.

5. All site and building utility services to include, but not limited to, services for potable water, non-potable water/fire water, electrical distribution, surface water management, sanitary sewer, lift stations, pump systems, secure and unclassified communication network, substations, generators, fueling operations, and chilled water.

6. All site work to include, but not limited to, any applicable demolition, site preparation and grading, vehicle circulation network (paved and gravel), military and personal vehicle parking (paved and gravel), sunshades, concrete pads, pedestrian circulation, coordinated shelter for base circulation services, curb, gutter, sidewalks, ancillary hardscapes and xeriscaping.

7. It is anticipated any other supporting work necessary to make a complete and usable facility to include any necessary element not listed herein will also be included.



The potential requirement may result in a SATOC solicitation in approximately October 2027. If solicited the Government intends to award the anticipated requirement by approximately June 2028.

The North American Industrial Classification System (NAICS) code for the potential requirement is anticipated to be 541330 Engineering Services.





Companies with the professional qualifications, specialized expertise, technical competence, and workload capacity to complete the work described above are invited to provide capability statements.
