Description


The City of Decatur will receive sealed proposals from qualified consulting firms to conduct a comprehensive Standards of Cover (SOC) Study for the Decatur Fire Rescue Department. The study shall evaluate the Department's current deployment model, service delivery, operational effectiveness, and community risk, and shall include a Community Risk Assessment, GIS-based deployment and response analysis, Standards of Cover analysis, critical task analysis, unit hour utilization analysis, staffing analysis, and apparatus and capital needs assessment, consistent with CFAI/CPSE Standards of Cover methodology and applicable NFPA standards, with an optional accreditation readiness evaluation.
Potential respondents should have demonstrated expertise in fire service deployment analysis, GIS modeling, and community risk assessments for municipal fire departments, and are asked to prepare a proposal including firm qualifications, project understanding, proposed methodology, project schedule, project team, references, and all fees relevant to performing the work. The City reserves the right to award a contract to the firm whose proposal and any resulting negotiations are deemed to be in the best interests of the City.
Proposals will be accepted until 2:00 p.m. on Tuesday, September 8, 2026, in the City Manager's Office, Decatur City Hall, 509 North McDonough Street, Decatur, Georgia 30030, addressed to the attention of Toni Washington, Fire Chief.
The full Request for Proposals will be available on the City of Decatur website August 10, 2026 at www.decaturga.com/rfps. Submittal of a proposal indicates acceptance of the conditions contained in the RFP. The City of Decatur reserves the right to retain all proposals submitted. All proposals are public records to the extent required by the Georgia Open Records Act.
