Questions must be submitted in writing to RA-SPPSPBIDS@PA.GOV no later than June 26, 2026 at 11:00 a.m.

All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us

Proof of Visit form provided must be signed by an authorized PSP representative and the vendor and uploaded with bid submission.  Worker Protection and Investment form (BOP-2201) provided must be completed by an authorized vendor representative and uploaded with bid submission.  Current proof of insurance listing PSP as certificate holder and including language as additional insured must be uploaded with bid submission.

PSP ACADEMY BULLET CONTAINMENT SYSTEM REMEDIATION
I-1. SCOPE OF PROJECT
This contract shall consist of furnishing all labor, equipment, and materials (unless otherwise
indicated) and performance of all operations in connection with the remediation of the Bullet
Containment System at the Pennsylvania State Police (PSP) Academy in accordance with the
specifications and requirements contained in this solicitation. Services to be effective upon issuance
of a valid purchase order for a period of five (5) years.
I-2 SPECIFICATIONS AND REQUIREMENTS
Awarded contractor must possess the Trap Vac System or similar to enable separation of
spent ammunition from rubber chips.
Remediation of lead shall include separation of spent ammunition (lead bullets) from rubber
chips used in the backstop of the Firing Range. The bullet trap is part of an outdoor range for
which the awarded vendor shall provide complete remediation and disposal of lead. The
approximate measurements are 225’ x 20’. The bullet trap is used by officers and cadets of
the PSP and other law enforcement officers for qualifying and practice shooting of various
types of firearms.
Contractor shall supply black 99% fiber and metal free ballistic rubber and 10,000 pounds to
be groomed in each year thereafter. Any excess rubber shall become the property of the
Pennsylvania State Police to be stored on site.
Work shall be performed in a professional, workmanlike manner, in accordance with all EPA,
OSHA, State, Federal and Local regulations. Awarded Contractor shall perform work with
certified lead technicians in compliance with a current medical surveillance program for lead
hazards.
Contractor shall provide proper removal, separation and replacement of the rubber chips.
The material will be removed from the impact area, and the rubber chips will be separated
from the spent ammunition. The impact area is defined as the area 225’ wide and from the
base of the front of the trap and extending up the slope of the trap to a vertical height of 8’

above ground level. The rubber will be re-installed toward the top of the slope, and the impact
area will be groomed according to manufacturer’s requirements. The area above the impact
area is to be groomed as close as possible to manufacturer’s specifications using black 99%
fiber and metal free ballistic rubber, supplied by the contractor. Contractor is required to
HEPA vacuum concrete pad used for rubber/lead separation.
Contractor shall redistribute the existing and the 10,000 pounds of 99% fiber and metal free
ballistic rubber, supplied by contractor, to ensure a uniform 24” depth across the impact area.
The 24” depth shall be measured at a 90-degree angle perpendicular to the slope. Contractor
is responsible for the handling of all materials. Any rubber not required to bring the impact
area to a 24” depth shall be distributed and groomed from the upper edge of the impact area
to the top of the sloped concrete backstop area at a uniform depth.
The recovered ammunition will be packaged and become the property and responsibility of
the contractor for proper recycling. This recovered material shall be removed from the site
within 30 days of the completion of the project.
Contractor is to schedule work with Ralph Trautman, Facility Operation Manager 3, 717-533-
9111. Due to the high use of the range, work must be scheduled on Pa. State Police time
frame, awarded contractor will be required to work outside of normal business hours, over a
weekend period extending from noon Friday through Sunday evening. Lighting will be
provided by the PA State Police.
Contractor is required to visit the site to satisfy themselves as to the nature and all other
matters and conditions which may in any way affect the work or the cost thereof under this
contract. The Proof of Visit form provided is required to be signed by the Vendor and an
authorized PSP representative and must be included with bid submission.
The specifications shall be interpreted by the Pennsylvania State Police to require first class
work, and such interpretation shall be final.
All materials and work shall be subject to the inspection of the Pennsylvania State Police. They
shall have the power to stop work not in accordance with the General Specifications.
The successful contractor will be responsible for packaging and disposal of all hazardous
waste created because of the contract. The successful contractor shall observe all Federal,
State, and local laws, regulations and prohibitive orders that govern lead removal from
shooting ranges.
All areas disturbed by the contractor must be repaired.
First year of contract, the boards at the bottom of the trap area are to be replaced and new
holding pin installed.
PSP shall determine the service date of remediation annually.

I-3. ESTIMATED QUANTITIES
It shall be understood and agreed that any quantities listed in the Contract are estimated
only and may be increased or decreased in accordance with the actual requirements of the
Commonwealth and that the Commonwealth in accepting any bid or portion thereof,
contracts only and agrees to purchase only the materials and services in such quantities as
represents the actual requirements of the Commonwealth. The Commonwealth reserves
the right to purchase materials and services covered under the Contract through a separate
competitive procurement procedure, whenever the Commonwealth deems it to be in its
best interest.
