Scope of Services
Osceola County, Florida is issuing this Request for Letters of Interest (RFLOI) from highly qualified and experienced Acquisition and Development Teams for the purchase and development of approximately 4.61 acres of land owned by the County, hereinafter referred to as “Property”. The Property is located at 2925 International Drive, Kissimmee, FL 32746, within unincorporated Osceola County. The property currently has a Future Land Use designation of Tourist Commercial and a Zoning Designation of Planned Development (PD). Property entitlements are governed by PD16-00020, and additional standards may be found in the Comprehensive Development Plan project CDP94-0067. All development proposals must enhance the West 192 Tourism Corridor by increasing its economic value, appeal to the local and regional vacation market, and overall quality of development. Proposals will be evaluated based on demonstrated economic development benefits, proposed capital investment, and proven ability to deliver successful projects. Preference will be given to projects with accelerated timelines to ensure timely implementation and measurable impact.
This 15-mile corridor stretches from the Osceola–Polk County line to Hoagland Boulevard at Kissimmee’s city limits. It is intersected by I-4, passes through Disney property, and serves as the southern gateway to ESPN Wide World of Sports. All projects must align with the West 192 design standards and the County’s mission to redevelop, enhance, and sustain this vital area, historically tied to the region’s tourism and hospitality industries.
