PFAS Water Treatment Project Well Nos. 1,3,5,7,9,14,15,37,43/44 & 45, Contract No. 26-4

Project Description: The project consists of the furnishing, construction and installation of new Ion Exchange (IX) resin filtration systems at each of the ten (10) well sites: Well Site Nos. 1, 3, 5,7, 9, 14, 15, 37, 43/44 and 45. General Construction of Treatment Buildings, Building Additions, Chlorination Equipment and Instrumentation, Demolition of Existing Facility Infrastructure, Various Site Improvements including Upgrade of Existing Driveway, Stormwater Management, Erosion and Sedimentation Controls and Site Restoration, including Grading, Seeding, Concrete Work, Curbing and Paving. Electrical Construction includes upgrades to existing electrical service supply and installation of circuit breakers, transfer switches, transformers, motor starters, conduit and wiring, lighting, instrumentation and associated work. Modifications to SCADA panels and terminations within the SCADA panels will be provided by the Authority’s Systems Integrator under separate contract. Mechanical Construction (HVAC) includes supply and installation of ceiling fans, louvers, heaters, dehumidifiers, ductwork and accessories. Plumbing Construction includes supply and installation of all water, sanitary sewer, storm sewer, floor drains, underground and aboveground piping, and all associated appurtenances inside or outside of buildings.
The project is partially funded through the Military Installation Remediation and Infrastructure Authority (MIRIA), requiring contract compliance with this Grant, and partially funded through an agreement with the United States Navy.
All bids must include lump sum or unit prices to be considered for award by the Authority, at their option, after review of the bid amounts.
Prospective bidders are advised that a pre-bid site meeting will be held for this project. It is recommended that all bidders inspect the sites prior to submitting a bid to familiarize themselves with the existing conditions at the project sites. The pre-bid meeting and site visits will be on October 15, 2026 at 10:00 a.m. and will be held at the Authority’s Well 1 (415 Gibson Avenue, Warminster, PA 18974).
Bids must be made on the forms furnished by the Authority and must be accompanied by a certified check, bank draft or bid bond issued by a surety company licensed to conduct business in the Commonwealth of Pennsylvania, in the amount of at least ten percent (10%) of the total price bid made payable to the Authority.
Bids must be accompanied by a completed Bid Form, Bidder’s Qualification Statement, electronic copy of Bid Bond, executed Non-Collusion Affidavit, Public Works Verification Form, and fully executed Contractor/Subcontractor Responsibility Certification Form which certifies that the Contractor and Subcontractors meet the requirements of Warminster Municipal Authority’s Third Amended Responsible Contractor Resolution No. 24-1. As a result, journeyperson worker(s) who have successfully completed a Class A Apprenticeship Program or apprentices registered in such a program of the craft labor are required to construct the project. Prospective bidders and listed subcontractors are required to demonstrate these required qualifications with their bid. Failure to submit fully completed and executed Forms may be considered justification for rejection of the bid.
The bidder’s attention is called to the fact that the Pennsylvania Prevailing Wage Act and the Pennsylvania Public Works Employment Verification Act apply to this Contract if the estimated cost of the project is in excess of $25,000. The successful bidder shall pay no less than the wage rates determined for the project area as set forth in the Contract Documents. The successful bidder must also ensure that employees, subcontractors and applicants for employment are (a) not discriminated against because of their race, color, religion, sex or national origin, or on any other basis on which discrimination is prohibited by any applicable federal, state or local laws and, (b) legally authorized to work in the United States.
The project is subject to the terms of the Public Works Employment Verification Act (Act 127 of 2012). Completed and signed “Public Works Employment Verification Form” is required as a precondition to the award of the Contract and is to be submitted as part of the submission of the bid.
The successful bidder will be required to furnish separate bonds with corporate surety issued by companies authorized to do business in the Commonwealth of Pennsylvania on the prescribed forms dated the date of the Contract, or separate Federal or Commonwealth chartered lending institution irrevocable letters of credit in a form accepted and approved by the Authority, or separate restrictive or escrow accounts with such lending institutions pursuant to an escrow agreement accepted and approved by the Authority, each equal to one hundred percent (100%) of the Contract amount, to secure (a) the faithful performance and maintenance of the Contract; and (b) the prompt payment of materials and labor.
