Electrical Substation Replacement Project – Equipment Procurement Phase

Project Description: Online Sealed Bids will be received by LEHIGH COUNTY AUTHORITY via the PennBid electronic bidding service until 11:00 a.m., prevailing time, Wednesday October 28, 2026, at which time they will be publicly opened and read.
A pre-bid meeting will not be held; site visits are to be self-guided and can be scheduled via email with Charles Volk, P.E., Chief Capital Works Officer, at charlesvolk@lehighcountyauthority.org .
All Bidding Documents are available at no cost at PennBid (www.PennBid.net).
After the Bid opening, Bids may be withdrawn only by complying with Commonwealth of Pennsylvania laws and regulations. A summary of such laws and regulations is given in the Instructions to Bidders. Bid results will be made available through PennBid. Bids shall remain open for a period of 60 days from the date of Bid opening.
Each Bid must be accompanied by Bid security in the form of a certified check, bank check, or Bid bond (in the required form) for 10 percent of the Bid total.
LEHIGH COUNTY AUTHORITY reserves the right, which is understood and agreed to by all Bidders, to reject any and all Bids and to waive any omissions, errors, mistakes, defects or irregularities in any Bid.
