LYNWOOD UNIFIED SCHOOL DISTRICT is seeking sealed BIDS for qualified and
licensed transportation providers to furnish services for Transportation Student
Auxiliary Extra-Curricular & Field Trip Transportation. The Contract may be renewed
for one-year periods, not to exceed a total of five years, if mutually agreed to by the
District and the Contractor.

posted on the district website Purchasing page: BIDs & RFPs or by logging in

BIDs section. It is the responsibility of the Bidder to regularly check the

addenda/s prior to submitting your BID.
Any bids received after the time specified above or after any extensions due to
material changes, shall be discarded.
Important: Companies interested in submitting a response to this BID are
not to contact by any means, any Board Member, Administrator, or staff
member of the District other than the designated Buyer identified.
If this directive is violated, the District may deem the Company "submittal" to
be "Non-Responsive", and no further consideration will be given.

DISTRICT is used in these documents to mean the Governing Board of the

PREPARATION OF BID FORMS
Notice to Bidders the Lynwood Unified School District is seeking
qualified extra-curricular charter bus transportation services to provide
our students with trip access to a variety of educational, athletic and
enrichment programs within the greater Los Angeles County and
Orange County areas.
The DISTRICT invites sealed bids on the form attached to be submitted
at the time and place stated in the "Notice to Bidders," invitation for
bids. Bids shall be submitted on the prescribed Bid Forms, completed
in full. All bid items and statements shall be properly filled out.
Numbers shall be stated both in words and in figures where so
indicated, and where there is a conflict in the words and the figures,
the words shall govern. Prices, wording, and notations must be in ink
or typewritten. Erasures or other changes shall be noted over by the
signature of the Bidder.
FORM AND DELIVERY OF BIDS
The Bid shall be made on the Bid Forms provided, and the complete bid,
together with any and all additional materials as required by the Contract
Documents,

1. It is the Bidder's sole responsibility to ensure that their bid is
received before the scheduled closing time for receipt of bids.
Under Government Code Section 53068, any bid received after the
scheduled closing time for receipt of bids, shall be discarded
unopened. Sealed bids shall be opened and publicly read aloud at

the above stated time in the District Front Lobby Room. The lowest
bidder publicly read is not the final bid award result until all
supporting documents in the bid have been evaluated and the bid
Board approved by the District
2. All Bids must be submitted to the Purchasing Department. Please be
advised, that if a Bid is received in a Department other than the
Purchasing Department at 11321 Bullis Road, Lynwood, Ca 90262, that bid
will be deemed void and will be discarded unopened. It is not the
responsibility of that Department to make sure that the Bid is received in
the Purchasing Department before the Bid Opening time.
SIGNATURE.
The bid must be signed in the name of the bidder and bear the
signature in the longhand of the person or persons duly
authorized to sign the bid on behalf of the bidder.
MODIFICATIONS.
Changes in or additions to the Bid Forms, recapitulations of the
item(s) bid upon, alternative proposals, or any other
modification of the Bid from which is not specifically called for
in the contract documents may result in the DISTRICT'S
rejection of the bid as not being responsive to the invitation for
bids.
ERASURES, INCONSISTENT OR ILLEGIBLE BIDS.
The bid submitted must not contain any erasures,
interlineations, or other corrections unless each such correction
is suitably authenticated by the signatures of the person or
persons signing the bid. Correction of any such errors shall be
made before the bid opening only. In the event of inconsistency
between words and figures in the bid price, words shall control
figures. If the DISTRICT determines that any bid is
unintelligible, inconsistent, or ambiguous, the DISTRICT may
reject such bid as not being responsive to the invitation for
bids. Verify your bid before submission, as it cannot be
withdrawn or corrected after the bid opening.

WITHDRAWAL OF BIDS.
Any bidder may withdraw their bid either by written request
possessing proper identification confirmed in the manner
specified above at any time prior to the scheduled closing time
for the receipt of bids.
AGREEMENTS.
The Agreement form with the successful bidder will be required
to execute, and the forms which the bidder will be required to
furnish at the time of execution of the Agreement, are included
in the contract documents and should be carefully examined by
the bidder.
INTERPRETATION OF DOCUMENTS.
If any prospective Bidder is in doubt as to the true meaning of
any part of the contract documents or finds discrepancies in or
omissions from the specifications, a written/emailed request for
an interpretation or correction thereof may be submitted to the
DISTRICT. The Bidder submitting the request shall be
responsible for its prompt delivery. Any interpretation or
correction of the contract documents will be made only by
addendum duly issued by the DISTRICT, and a copy of such
addendum will be posted on the district procurement web
page for all prospective bidders. No person is authorized to
make any oral interpretation of any provision in the contract
documents, nor shall any oral communication be binding on
the DISTRICT.
1. Bidders are advised that the DISTRICT reserves the right
to amend the requirements of the invitation for bid prior
to the date set for the opening of bids. Such revisions will
be made only by an addendum duly issued by the
DISTRICT and a copy of such addendum will be posted on
the district procurement web page for all prospective
bidders. If in the judgment of the DISTRICT the change is
of such nature that additional time is required for Bidders
to prepare their bids, the DISTRICT will change the date of
the bid opening and notify/post the new bid opening on

to Bid section for all prospective bidders to check.
2. Bidders will be required to submit any addendums issued
with the Bid Form, acknowledged with the bidder's
signature.
AWARD OF CONTRACT.
The DISTRICT reserves the right to reject any or all bids or to waive any
irregularities or informalities in any bids or in the bidding and to award
the contract to multiple vendors. The award of the contract, if made by
the DISTRICT, will be to the lowest responsible bidders thereof. The
contract may be awarded to multiple vendors:
3. It is the intention of the DISTRICT to award a contract as
determined to be in the best interest of the DISTRICT. The
right is reserved to reject any or all bids, to waive any
informality in bids, and to accept or reject any item
thereon. The award shall be based on price as well as past
service, current service availability, delivery performance,
durability, and quality as contained in the specification.
4. The DISTRICT does not guarantee that all items shown on
this bid will be awarded. The right is reserved to request
additional services not listed on bid form at negotiated
prices, during the period that this bid is in force.
PRICING.
Prices must be stated for the unit items specified hereon. Bid on each
item separately. The award may be made based on the total price as
well as other factors previously noted.
During the period of services under a contract resulting from this bid,
if the price of the services decreases, the DISTRICT shall receive a
corresponding decrease in prices. AT NO TIME DURING THE FIRST
YEAR OF CONTRACT SHALL THE PRICES CHARGED TO THE DISTRICT
EXCEED THE PRICES UNDER WHICH THE BID WAS AWARDED.

NO BID.
Any item not included in the bid price is to be noted on the Bid Form
and Agreement as "No Bid."
DEVIATION FROM SPECIFICATIONS. Each deviation from the
referenced brand(s) or the specification must be stated in a letter,
attached to Bidder's proposal. Submit complete illustrative and
technical data on items bid on. Failure to do so may nullify the bid.
ALTERNATES.
If alternate bids are called for, the contract may be awarded at the
election of the governing Board to the lowest responsible Bidder on
the base bid, or the base bid and any alternate or combination of
alternates.
COMPETENCY OF BIDDER.
In selecting the lowest responsible Bidder, consideration will be given
not only to the financial standing but also to the general competency
of the Bidder for the Performance of the work covered by the bid. By
submitting a bid, each Bidder agrees that the DISTRICT, in
determining the successful Bidder and its eligibility for the award, may
consider the Bidder's experience and facilities, conduct and
performance under other contracts, financial condition, reputation in
the industry, and other factors which could affect the Bidder's
performance of the work. To this end, each bid shall be supported by a
statement of the Bidder's experience as of recent date on the form
entitled "Vendor's Inquiry" found herein.
BID VALIDITY.
Bids are to be valid and in force for 60 days after bid opening.

All materials received by the DISTRICT in response to "BID #18MOT26"
shall be made available to the public by a public records request. A

If any part of a Bidder's materials is proprietary or confidential, the
Bidder must identify and so state. Any Bidder information used to
aid in bid selection must not be restricted from the public.
BID PROTEST
Any Respondent submitting a Bid Response to the District may
file a protest of the District's intent to award the Agreement
provided that each and all of the following are complied with: (i)
the bid protest is in writing; (ii) the bid protest is filed and
received by the Assistant Superintendent of Business Services
not more than five (5) calendar days following the date of
issuance of the District's Notice of Intent to Award and (iii) the
written bid protest sets forth, in detail, all grounds for the bid
protest, including without limitation all facts, supporting
documentation, legal authorities and argument in support of
the grounds for the bid protest; any matters not set forth in the
written bid protest shall be deemed waived. All factual
contentions must be supported by competent, admissible and
credible evidence.
Any bid protest not conforming with the foregoing shall be
rejected by the District as invalid.
Provided that a bid protest is filed in strict conformity with the
foregoing, the District's or such individual(s) as may be
designated by him/her, shall review and evaluate the basis of the
bid protest.
The or other individual designated by District's Asst. Superintendent of
Business Services him/her shall provide the Respondent submitting the
bid protest with a written statement concurring with or denying the bid
protest. Action of the District is final and not subject to the District's
Asst. Superintendent of Business Services to appeal to any other
employee or officer of the District or the District's Board of Education.
The rendition of a written statement by the (or his/her designee)
address District's Asst. Superintendent of Business Services disposition
of the bid protest is an express condition precedent to the institution of
any legal or equitable proceedings relative to the bidding process, the
District's intent to award the Agreement, the District's disposition of any
bid protest or the District's decision to reject all Bid Responses. In the
event that any such legal or equitable proceedings are instituted by the
Respondent and the District is named as a party thereto, Respondent
agrees, understands and adheres to legally binding arbitration as the

final and sole legal remedy. The legal binding arbitration will be
administered and conducted in accordance with the Los Angeles
County Alternative Dispute Resolution Program; aligned with the
American Arbitration Association practices, methods and rules. The
prevailing party(ies) shall recover from the other party(ies), as costs, all
attorneys' fees, legal fees, admin fees, incidental fees and any other
associated expenses and costs incurred connection with any such
proceeding, including any appeal arising there from.
BID COSTS.
The DISTRICT will not pay the Bidder or agents for any costs incurred
by the Bidder in the preparation, presentation, demonstration or
negotiation of this bid.
RENEWAL OPTION.
The term of this base contract is from April 23, 2026 through June 30,
2027. The Contract may be renewed for one-year periods, not to exceed
a total of five years, if mutually agreed to by the Contractor and the
District, following provisions contained in Education Code Section
17596; and subject to performance reviews made by the District.
FORFEITURE FOR FAILURE TO EXECUTE CONTRACT.
In the event the bidder to whom an award is made fails or refuses to
execute the contract within five (5) calendar days from the date of
receiving notification that he is the bidder to whom the contract is
awarded, the DISTRICT may award the work to the next lowest bidder,
or may call for new bids
NON-CONFORMANCE.
When any Bidder shall deliver any article which does not conform to
the specifications or when deliveries are unduly delayed, the DISTRICT
may, at its option, annul and set aside the contract entered into with
said Bidder, either in whole or in part, and make and enter into a new
contract in accordance with the law for furnishing such article or
articles so agreed to be furnished. Any additional cost or expense
incurred by reason of the failure of the Bidder, as above stated, shall be
paid by the original Bidder and his sureties, if any.
