Project Description: INVITATION FOR BIDS
The Springfield Township will receive sealed bids for “Equipment Storage Building” via the PennBid Program (http://pennbid.bonfirehub.com) at their office until Monday, November 16, 2026, at 7 pm, at the Township building at 22689 Wible Reunion Road, Three Springs, PA 17264, at which time and place bids will be publicly opened and read aloud.
Work will include the construction of a new storage building, including: site excavation, cast-in-place concrete, rough carpentry, shop-fabricated wood trusses, vapor retarders, metal exterior siding, metal screw-down roofing, hollow metal man doors, door hardware, and electrical.
A non-mandatory Pre-Bid Meeting will be held for prospective bidders at the Township building at 22689 Wible Reunion Road, Three Springs, PA 17264 on Wednesday, November 4, 2026, at 11 am.
Bidding Documents are available at no cost via the PennBid program. Bidders shall submit all questions about the meaning or intent of the Bidding Documents via the “Messages/Vendor Discussions” feature in PennBid no later than five (5) days prior to the date of receipt of bids.
A certified check or bank draft payable to the order of Springfield Township, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to ten percent (10%) of the total of the Bid, shall be submitted with each bid on the form provided. The Bidder shall include the fully completed Non-Collusion Affidavit with the bid.
Liquidated damages apply at the rate of $500.00 per calendar day. Proposals must be on the forms furnished by the Municipality.
Compliance with Act 127 of 2012 requiring all contractors and subcontractors to use E-Verify for verification of employment eligibility for all employees will be required. A verification form shall be provided to the City of Sunbury as a precondition of being awarded a contract.
The Pennsylvania Prevailing Wage and Related Acts apply to this Project.
Bids may be held by the Township for up to 60 days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Township reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts.
Awards shall be made only to responsible bidders that possess the potential ability to perform successfully under the terms and conditions of this procurement. Consideration shall be given to such matters as bidder integrity, compliance with public policy, record of past performance and financial and technical resources when determining responsibility.
