STATUS UPDATE: ACQUISITION STRATEGY FINALIZED
The Department of the Air Force, Air Force Research Laboratory (AFRL/PKI), Wright-Patterson AFB, OH, has finalized the acquisition strategy for the Expertise for Digital Platforms and Products (EDP2) program. The Government sincerely thanks all industry partners who responded to this Request for Information (RFI).

Solicitation Release & Participation
The Fair Opportunity Proposal Request (FOPR) has been formally released directly to all GSA VETS 2 GWAC prime contract holders.
Because this is a restricted-pool competition under the GSA VETS 2 GWAC, the solicitation and subsequent amendments will not be posted publicly on SAM.gov. Prime contract proposals may only be submitted by GSA VETS 2 prime contract holders.
Teaming & Subcontracting
Non-VETS 2 contract holders interested in participating as subcontractors or teaming partners are encouraged to coordinate directly with GSA VETS 2 Prime Contract Holders. The list of prime contract holders is publicly available on the General Services Administration (GSA) website by searching for the "VETS 2 Industry Partners" spreadsheet.

Description
This Sources Sought notice is issued solely for market research purposes to refine the Department of the Air Force draft Performance Work Statement (PWS) for an Air Force Research Laboratory (AFRL) enterprise-wide consolidation of IT administration services. Our goal is to gather industry feedback on the technical approach, performance standards, staffing profiles, assumptions, and risk-mitigation strategies before finalizing the PWS.
Background and Objectives
The Department currently manages IT administration in several stovepiped offices, leading to inconsistent processes, redundant tools, and staffing inefficiencies.
We intend to consolidate all network, system, endpoint, database, and application administration under a unified governance model.
This consolidation aims to improve service delivery, reduce total cost of ownership, and strengthen security posture.
Requested Industry Feedback
Interested parties are invited to:
Review the attached draft PWS and its performance objectives.
Comment on the scope, deliverables, performance metrics, and staffing requirements.
Identify any missing tasks or phases, alternative technical approaches, or innovative service-delivery models.
Highlight cost-drivers or assumptions that may affect schedule or resources.
Recommend best practices for governance, training, and transition management.
Submission Instructions
Responses are limited to no more than 5 pages.
Include a brief capability statement (1–2 pages) and relevant past performance examples.
Submit all materials via SAM.gov no later than 5 September 2025, 1530 Eastern.
