Please note the following, modifications, clarifications, additions and or responses to questions
to this IFB / bid:
1) The title page date of the deadline to submit questions has been corrected to December
2nd, 2025 @ 4:00 pm MST to match page 9 schedule of events.
Q: Does project currently have an estimated value, mobilization, or completion date?
A: This is not a specific project, as it is on an as-needed basis.
Q: Can I get clarification on the following dates:
Question Deadline: December 9th, 2025 @ 4:00 PM MST
Bid Opening/Due Date: December 9th, 2025 @ 2:00 PM MST
A: No this is not correct and will be corrected on the Title Page via addendum. On page 9
the correct date of the deadline to submit questions is December 2nd, 2025 @ 4:00Pm
MST.
Q: Do we have to bid for all the items, or can we select certain sections only?
A: The intent for the line items is that you bid on the line items that are applicable to you,
and those are the items your bid will be considered for. You will bid for what services or
materials your company can provide to the County per the IFB.
Q: I see some TxDOT mixed in with NMDOT in certain sections. Can we pick and choose
line items within those sections or is it all or none for that specific section?
A: You can pick and choose the sections that you can meet the specifications to provide
to the county. The TxDOT section is a 1-inch thin overlay mix, and the reason that it’s a
TxDOT spec versus an NMDOT spec is because TxDOT is the only one that has the spec
for that material. Everything else is kept very consistent with NMDOT specs.
Q: Lines 18 and 19A, it says, processing, placing, and compacting existing pavement and
base course 8-inch depth. Can you elaborate because that sounds like trying to compact
pavement that's already placed.
A: Lines 18 and 19A are process, place, and compact. It is to is to reclaim existing
pavement at an 8-inch depth of existing pavement. So essentially what you would do is
come reclaim it, blade it, and roll it back in. These are both 8-inch 0 to 16,500 square yards,
and then a 16,501 square yard plus because we’re expecting you to have some variance in
those prices.
Q: Does this plan on being a multiple award, or is it going to be a single award based on
what sections you bid, or what's the plan there?
A: This will be a multiple award based on the sections. It is not intended to be a single
award, and the reason being is these line items are going to allow the county to develop
scopes and be able to determine who the best price is on any given scopes with the line
items. We're going to ask everybody that bids to hold their prices for a year. And then, as
we renew these contracts, you'll be given the opportunity to review your prices and adjust, if
necessary, for consideration.
Q: Is mobilization built into the bid?
A: You will build in your mobilization costs to your line-item prices. The bid requires
material delivery to be to the Road Department in Capitan and then any addition to that
mileage. We will consider a ton mileage haul, so please put a number in for that if you want
to be paid for hauling
Q: Does the mobilization, including the linear foot of grading X amount of miles of
roadway? Do you want us to build mobilization into those line items, and the equipment
rentals as well?
A: This is incidental to each line item and will be built into each line items cost.
All other aspects of IFB 2025-1 remain unchanged at this time. It is the responsibility of the
bidder to ensure all addenda have been received and acknowledged prior to submitting a bid. The
