Please note the following, modifications, clarifications, additions and or responses to questions
to this IFB / bid:

B. EXPLANATION OF EVENTS 6. Public Opening
2) Questions & Answers:
Q: Please confirm materials will be priced to the captain yard.
A: Confirmed
Q: Where is concrete to be determined for delivery? We are assuming this would not go to
the Captain yard?
A: Capitan is the delivery point for all materials additional mileage will be calculated
from that point.
Q: Is the contractor to assume scaled wages? If so, which wage determination?
A: All task orders for services over $60k will require a wage decision from the County.
Q: Can a line item be added to Equipment Services (Sec. XVI) for transport delivery per mile.
This would save the county money so we can just put the hourly rate in the line item for
equipment & labor.
A: Per the IFB mobilization needs to be factored into line-item prices.
Q: How deep are the culverts to be assumed for install?
A: Depth will vary based on drainage ditch depth and slope.
Q: Are the culverts to be installed on gravel roads or paved HMA roads (patching)?
A: Patching will be an additional service line item to culvert installation if necessary.
Q: Please confirm if line items 35-A thru 38-A are cold mix in place?
A: No that is not correct… those items as listed on the bid are for HFE 150 and HFE 300
complete in place, which stands for High Float Emulsion. It is asphalt oil for chip seal.
Q: Please clarify what line item 34-A is. Is this a chipseal overlay?
A: It is for Agg Prime, yes essentially chip seal over a blue topped subgrade to preserve
sub-grade conditions with a 3/8 aggregate.
Q: For line items 51-A thru 54-A, What is the application rates for chips and oil? Is there a
county specification that can be provided we should follow?
A: These specifications will follow NMDOT specifications.
Q: 1-4:
1. Can we specify line 125 A, what are type B pavement markings? See below.
2. Can we specify line 126 A, what are type D pavement markings? See below.
3. Can we specify line 127 A, what are type G pavement markings? See below.
4. Are these different types of paint or are these Raised Pavement Markers? See below.
A: 1-4: Please refer to NMDOT specifications and standard drawings for types of
pavement markings.
Q: For Section III of the bid form, must the micro-surfacing be applied using a continuous
mixing machine or may the contractor utilize truck mounted units?
A: This will depend on the specific task or project and be at the County’s discretion and
direction.
Q: Are you able to provide additional specifications for the Type II & III micro-surfacing? The
current NMDOT Standard Specs do not seem to directly address micro-surfacing.
A: Please utilize available specifications from NMDOT, additional specifications will be
provided as necessary and applicable.
Q: How many task orders does the County anticipate per year?
A: This is unknown and could vary and is on an as-needed basis.
Q: Does the County plan to release task orders per location? Or will the micro-surfacing
tonnage be spread through various locations in Lincoln County on a single task order?
A: The intent will be to issue individual task orders/PO for individual locations and
projects.
Q: Does the Contractor have the right to deny a task order from the County if the order is not
economically feasible?
A: Yes, but the expectation is for contractor to provide unit prices that the contractor
can provide the requested services.
Q: Is traffic control considered incidental to items 55-60? Or will the traffic control for the micro-
surfacing be paid separately under items 131-134?
A: Traffic Control will be paid separate under items 131-A thru 134-A as applicable.
Q: If the traffic control needed for micro-surfacing is paid separately under items 131-134, can
the contractor deny performing traffic control for other scopes/contractors?
A: Yes, if that is not a service that is provided by your company.
All other aspects of IFB 2025-2 remain unchanged at this time. It is the responsibility of the
bidder to ensure all addenda have been received and acknowledged prior to submitting a bid. The
