The City of Spokane Valley (the “City”) is issuing a Request for Proposals (“RFP”) to qualified companies that can provide a School Zone Automated Speed Enforcement System (“School Speed Program”) for designated school zones. This includes the analysis of appropriate locations, installation, implementation, training, and continuing performance of the hardware, software, and supporting services needed for this system to function properly, all in compliance with RCW 46.63.210 et seq. The proposals shall be for a complete “turnkey” operation.

The School Speed Program shall be structured such that expenditures shall not exceed revenues. At no time will the City of Spokane Valley be billed for services when expenditures exceed revenues, such expenses shall become the responsibility of the vendor.  Revenues exceeding expenditures will be retained by the City of Spokane Valley. The total program costs shall apply to the equipment and services necessary to run the program consistent with RCW 46.63.220.

Scope of Work
General Scope of Services for the Automated School Zone Speed Enforcement Program shall include those items listed in Attachment C, which include but are not limited to the following:

  • Implementation of a Washington State compliant Automated School Zone Speed Enforcement Program pursuant to RCW 46.63.210 et seq.
  • Completion of any state required analysis and reports.
  • Installation, implementation, and maintenance of all equipment/infrastructure necessary for the operation of an Automated School Speed Zone Enforcement Program and infraction processing system
  • A scanning LIDAR camera system, or equivalent system
  • System must be able to take multiple digital still photographs to include front and rear scene images and front and rear plate images.
  • Training for Police Department, Public Works personnel, District Court personnel, District Court Prosecutor, and others involved in the use of the system
  • Software for processing all traffic infractions and preparing evidence packages for Court or equivalent
  • Providing expert witness testimony as needed in Court, confirming the functionality and accuracy of the system
  • Ticket delivery to the violator via US Mail containing information about the violation, penalty amount, instructions relating to addressing the ticket with the court of jurisdiction, and a method that allows the violator to view evidence of the violation electronically.
  • A method to electronically submit violation data to the Court of Jurisdiction and/or the Washington State Administrative Office of the Courts (preferred)
  • The ability for the City to relocate Camera Systems once per year at no cost to the City in order to maintain a fiscally sustainable program. This includes the ability for the City to permanently remove or temporarily relocate a Camera System at enforcement locations where the Camera System is in conflict with existing or new public facilities.
  • The City may reasonably expand the program to additional corridors during the terms of the contract.

Evaluation and Selection
The City reserves the right to award the contract to the responding entity which best meets the needs and interests of the City, or to reject all responses as set forth below.  The following steps are anticipated:

Step 1.  Receipt and review of proposals and written responses.

Step 2.  City follow-up with respondents and possible interviews.

Step 3.  Initial reference and information check.

Step 4.  Selection of provider.

Step 5.  Negotiation of contract.

Submittal
For all submittal requirements, please review the complete RFQ, which is available on the City of Spokane Valley webpage, https://www.spokanevalley.org/publicnotices under the “Requests for Proposals/Requests for Qualifications” section.

Submittals must include the firm name and main phone number; name and e- mail address for Principal in-Charge and Project Manager; disciplines provided by the firm and total number of employees within Washington State.  Similar information shall be provided for any subconsultants.   A Business Statement form must be attached to the SOQ for the prime consultant and each sub-consultant (if any).

Submission of any cost proposals or elements of cost shall be in a concealed format and separate from submitted Statement of Qualification, since these shall not be considered in the evaluation, ranking, and selection phase.

Please submit ONE electronic copy (pdf format) of your Statement of Qualifications to Jerremy Clark, PE at jclark@spokanevalleywa.gov and Candice Powers-Henderson cphenderson@spokanevalleywa.gov no later than 2:00 pm. on March 27, 2026.   Submittals will not be accepted after that time and date.   The responding entity is responsible for ensuring that responses are received by the City by the time and date specified herein and accept all risk of late delivery for the method of delivery chosen, regardless of fault.
