REQUEST FOR PROPOSAL
For Guaranteed Energy Savings Contract project delivery under Article 19b of the Illinois School Code
(105 ILCS 5/19b).
Notice is hereby given that the Barrington Community Unit School District 220 (the “District”) at 515 W.
Main Street, Barrington, IL 60010, is requesting Qualified Providers to propose energy conservation
measures through a Guaranteed Energy Savings Contract (GESC). The procurement process and
contract shall follow the requirements of Article 19b of the Illinois School Code, “School Energy
Conservation and Saving Measures.”
Proposals submitted pursuant to this solicitation must follow the details stated in this document, its
attachments, and any addenda issued; otherwise, the proposals may be disqualified. The timetable,
subject to change by the District, is as follows.
Timetable:

● Mandatory Pre-Proposal meeting: March 18, 2026
● Questions due from proposers: March 23, 2026

Proposals received at or before 11:00 a.m., Monday, April 13, 2026, at the Barrington CUSD 220
Administration Center, 515 West Main Street, Barrington, IL 60010, at which time, date, and place, the
proposals will be publicly opened and announced.
Bidders must attend a mandatory pre-proposal meeting on Wednesday, March 18, 2026, beginning at
10:00 a.m. at the Barrington CUSD 220 Administration Center, 515 West Main Street, Barrington, Il
60010. Please enter through the main entrance and present your state-issued identification or driver’s
license for visitor management system compliance.
In accordance with Article 19b of the Illinois School Code, we disclose that Performance Services, Inc.

1.​ Background
1.1.​ Barrington CUSD 220 is accepting proposals for Guaranteed Energy Savings Contract
services. The District comprises eight (8) elementary schools, two (2) middle schools,
one (1) high school, and one (1) early learning center.
1.2.​ Definitions
1.2.1.​ “District” or “Board” refers to Barrington Community Unit School District 220.
1.2.2.​ “Proposer”, “Contractor”, or “Respondent” refers to the company submitting a
proposal in response to this request for proposal, as well as a company awarded
a contract pursuant to this request for proposal.
1.2.3.​ “Proposal” refers to Contractor forms, documents, materials, samples, and any
associated ancillary information or items that comprise the proposal submission in
response to this request for proposal.
1.2.4.​ “Contract” refers to the agreement between the District and the Contractor
incorporating the items of the request for proposal and any addenda.
1.2.5.​ “RFP” refers to this Request for Proposal and any addenda.
2.​ Instructions to Proposers
2.1.​ The District is accepting proposals for Guaranteed Energy Savings Contract services until
April 13, 2026, at 11:00 a.m. Central Daylight Time, at which time proposals will be
opened at the District Administrative Office at 515 West Main Street, Barrington, IL
60010. The outside of the envelope or package must be marked: Barrington Community
Unit School District 220 GUARANTEED ENERGY SAVINGS CONTRACT PROPOSAL
and include the Proposer’s name and address.
2.2.​ All proposals shall be sealed, marked, and submitted to:

2.3.​ Proposers must submit an original (identified as such), two (2) copies, and an electronic
copy on a USB drive for all materials.
2.4.​ Proposal Organization & Format:
2.4.1.​ Proposals should be typed and submitted on 8.5 x 11-inch paper. Proposals must
be organized with the following headings and subheadings. Each heading and
subheading should be separated by tabs or otherwise clearly marked. See
Section 5 for additional information.

2.5.​ A mandatory pre-proposal meeting will be held at the District Administrative Center, 515
West Main Street, Barrington, IL 60010, on Wednesday, March 18, 2026, at 10:00 a.m.
Questions regarding this RFP must be submitted in writing to Nichole Satera at
nsatera@barrington220.org no later than 4:00 p.m. Monday, March 23, 2026. Responses
will be issued in writing in the form of an addendum and shall become part of the contract
on Friday, March 27, 2026. Verbal questions and responses at any time during this
process are not binding and are not part of the proposal documents or contract. All
proposers in attendance will be emailed an addendum on Friday, March 27, 2026,
containing responses to the questions received. Each interpretation will be provided as
an addendum to the specification, emailed to each prospective Proposer, and made
available at the District office. All such addenda shall become part of the contract, and all
companies shall be bound by such addenda, whether or not received by the company.
The District shall not be bound by any terms and conditions included in any Contractor’s
proposal, packaging, service catalog, brochure, technical data sheet, or other document
that attempts to impose any conditions at variance with or in addition to the terms and
conditions contained in this RFP or resultant Contract.
2.6.​ Proposers selected as finalists will be invited to provide a 15-20 minute presentation of
their services to the District decision committee. The interview(s) will be scheduled for
the afternoon of April 22, 2026, at the Barrington CUSD 220 District Administrative
Center, 515 West Main St., Barrington, IL 60010.
2.7.​ If any person contemplating submitting a Proposal is in doubt as to the true meaning of
any part of the RFP or discovers any significant ambiguity, error, conflict, discrepancy,
omission, or other deficiency, they may submit a request for interpretation in writing via
email to Nichole Satera at nsatera@barrington220.org. Any interpretation of the RFP will
be made only by an addendum issued by Nichole Satera. A copy of such addendum will
be emailed to each person in attendance at the mandatory pre-proposal meeting and to
any other prospective proposers who have requested a copy. Failure on the part of the
proposer to receive a written interpretation prior to the time of the opening of proposals
will not be grounds for withdrawal of a Proposal. Oral explanations or representations will
not be binding. If the District issues any addenda, acknowledgement or receipt of such
addenda must be made to the District in writing, signed by an individual authorized to
legally bind the proposer, and included in the proposer’s proposal package. If addenda
are not acknowledged, the District retains the right to reject the proposal as
non-responsive.
2.8.​ Proposer Statements of Understanding
2.8.1.​ Each proposer warrants and represents that they have read and understand all
proposal documents.
2.8.2.​ Each proposer warrants and understands that the proposal is based on the
specifications and conditions contained in the RFP and addenda.
2.8.3.​ Each proposer warrants and understands that they are the authorized
representative of the proposer and have the authority to propose the contractor
under the terms and conditions contained in the RFP.
