EOC, Strategy Room, and Conference Room Audiovisual Technology Refresh

Cecil County Department of Emergency Services, referred to in this document as “CCDES” or “the County,” intends to complete a turnkey modernization of the audiovisual systems in the:

1. Emergency Operations Center, referred to as the “EOC”;
2. Strategy Room; and
3. Conference Room.

The existing audiovisual equipment is outdated, unreliable, difficult to operate, or no longer adequate for emergency coordination, briefings, training, conferencing, multi-agency collaboration, and routine County operations.

The completed project shall provide reliable, commercial-grade audiovisual systems that are:

• Simple and intuitive for ordinary County personnel to operate;
• Consistent across all three rooms;
• Capable of platform-neutral videoconferencing;
• Suitable for extended emergency operations;
• Locally operable without reliance on the public internet or a cloud-hosted control system;
• Fully documented and supportable by the County after installation; and
• Delivered as a complete, functional system meeting the approved technical requirements and project schedule.
