HVAC System Repairs, Replacements, and Technical Support

Pinellas County Construction & Property Management (CPM) seeks proposals from qualified vendors to provide as-needed HVAC repair, replacement, installation, diagnostic, controls, and technical support services at County-owned or County-operated facilities. Vendors must hold all licenses required by the State of Florida and other applicable authorities for the services they perform.

The County intends to establish agreements with multiple vendors possessing a range of HVAC specialties, technical capabilities, staffing resources, and response capacities. The County welcomes proposals from full-service vendors capable of performing all requested services and from specialized vendors capable of performing one or more service areas.

Proposers are not required to select or compete for separate service categories. Instead, each proposer must describe the services it can perform and demonstrate the corresponding licensing, experience, personnel, technical resources, response capability, and pricing. The County will evaluate each proposal as a whole and may award agreements to multiple vendors whose combined capabilities provide the coverage needed to support County facility operations.

The requested services are organized into the following service areas:

HVAC Service, Diagnostics, and Repairs
Routine, urgent, and emergency services necessary to identify and correct HVAC system and equipment problems. Work may include troubleshooting, diagnostic testing, leak detection, corrective repairs, component replacement, refrigerant services, electrical and mechanical repairs, operational testing, start-up, and related documentation.

HVAC Equipment Replacement and Installation
Replacement, retrofit, modification, and installation of HVAC equipment and related components. Work may include site evaluations, equipment recommendations, itemized cost estimates, removal and disposal of existing equipment, installation, required connections and modifications, start-up, testing, warranty documentation, and project closeout.

HVAC Technical Support and Operational Planning
Non-engineering technical assistance supporting maintenance decisions, repair-versus-replacement evaluations, project development, equipment selection, cost estimating, service continuity, project sequencing, and coordination with County staff and other stakeholders.

HVAC Controls and Building Automation System Support
Troubleshooting, repair, programming, adjustment, integration, testing, and operational support for HVAC controls and building automation systems.

The County may assign work based on the services required and each awarded vendor’s demonstrated capabilities, licensing, availability, response time, pricing, project complexity, past performance, and ability to meet the County’s operational needs.

Pinellas County operates a large and diverse facilities portfolio that includes administrative buildings, courthouses, detention facilities, public service centers, operational support buildings, and other critical infrastructure. These facilities rely on HVAC systems and equipment that include chillers, boilers, air-handling units, rooftop units, split systems, pumps, cooling towers, ventilation equipment, controls, building automation systems, and related mechanical components.

Reliable HVAC systems are essential to safe and efficient facility operations. Equipment failures can disrupt public services, affect employee workspaces and critical equipment environments, create indoor air-quality concerns, and require urgent or emergency repairs. Aging equipment and changing facility demands also create recurring needs for system diagnostics, corrective repairs, equipment replacement, controls support, and technical assistance.

The type and urgency of HVAC work vary by facility, equipment, operational risk, available funding, and project complexity. Required services may range from routine troubleshooting and corrective repairs to emergency response, major equipment replacement, installation, operational testing, controls support, technical recommendations, and cost estimating.

No single service model or specialty can efficiently address every HVAC requirement across the County’s portfolio. CPM therefore seeks to establish a multi-vendor pool that includes both full-service contractors and specialized vendors. This structure will allow the County to match each assignment with an awarded vendor possessing the appropriate qualifications, technical capabilities, availability, and response capacity while reducing reliance on a single contractor.
