Project Description: Sealed Bids for the construction of the Schuylkill County Emergency Training Facility will be received online via the PennBid Program by the Schuylkill County Controller until Wednesday, October 21, 2026, at 9:00 AM, (prevailing time). Bid results will be available online at http://PennBid.bonfirehub.com following the Board of Commissioners Board Meeting. The tentative award date will be Wednesday, October 28, 2026
The project will be bid with four (4) separate prime contracts: Contract No.1-General Construction; Contract No. 2- Plumbing Construction; Contract No. 3- HVAC Construction; and Contract No. 4-Electrical Construction.

A certified check or bank draft, payable to the order of the County of Schuylkill or a satisfactory Bid Bond executed by the Bidder naming the County of Schuylkill as oblige and acceptable surety in the amount of 10 percent of the Total Bid shall be submitted with each bid.
THE SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. No bid will be considered unless it is accompanied by the required guaranty. Money orders and personal money orders are not acceptable form of bid security.
The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap.
The Owner reserves the right to waive any informality or to reject any or all items or portions thereof or to waive any technicalities and informalities in the bid for the best interest of the Owner.
Davis-Bacon Wage Rates will apply to this contract. The contract documents contain requirements addressing Davos-Bacon wage rates, labor standards, nondiscrimination in hiring practices, goals for Minority and female participation, and other related matters.
It is the responsibility of the bidder to acquaint himself/herself with all conditions relating to the work and the site. A Pre-bid conference shall be held on Friday September 18, 2026, at 1:00pm at the site.
The Contractor will be required to comply with the provisions of the Pennsylvania Human Relations ACT in providing equal employment opportunities in connection with all work.
This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form.
