DFAC Food Service Support - Salina Kansas

Pre-Solicitation Notice

The Kansas Army National Guard will be soliciting Full Food Service operations support for the Dining Facility (DFAC) located at the Kansas Regional Training Institute (KSRTI) in Salina Kansas. The proposed project will be a competitive, firm-fixed price (FFP) Service contract.

Requirement:

The following information represents the requirement objectives: The scope of this requirement is to furnish all labor, materials, and equipment to perform Full Food Service operations support for the Dining Facility (DFAC) located at the Kansas Regional Training Institute (KSRTI) in Salina Kansas. KSRTI is owned by the State of Kansas. The DFAC provides meals for Subsistence-in-Kind (SIK) Soldiers and Non-SIK personnel. The role of this dining facility is providing quality meals to Soldiers and civilians conducting training activities, attending training courses, and operating in various locations overseen by the Kansas National Guard (KSNG). In addition to traditional cafeteria style food services this facility prepares meals for pick up (by requesting unit) that will be served in remote feeding sites. These meals by request may be hot meals or boxed meals. It will be essential for the contractor to effectively and efficiently manage headcount and status of patrons.

Background: KSRTI is owned by the State of Kansas. The DFAC provides meals for Subsistence-in-Kind (SIK) Soldiers and Non-SIK personnel. Providing quality meals to Soldiers and civilians conducting training activities, attending training courses, visiting various locations of the Kansas National Guard (KSNG) is an important role in meeting KSNG mission requirements.

Contract Period of Performance: The estimated Period of Performance is be 5 Ordering Periods of 12 months

Set Asides and Codes: 100% Small Business Set-aside. The North American Industrial Classification Code (NAICS) for this potential requirement would be 722310, “Food Service Contractors”. The related size standard is $47.0. The Product Service Code (PSC) is S203- Food Services.

Selection Process: Request for Quote.

Anticipated Solicitation Release Date: The government anticipates releasing the solicitation around mid-August 2026. The closing date for Quote will be approximately 30 days later. Actual dates and times will be identified in the solicitation. Responses to this synopsis are not required. Additional details may be found in the solicitation when it is posted.
