2. Objective
The City of Lodi – Electric Utility (LEU or Owner) is requesting proposals and fee information from qualified
engineering and consulting firms (Proposers) interested in providing Owner’s Engineer (OE) services for the
Guild 230/60 kV Substation Project in Lodi, California. The selected OE, with the support of LEU, will be
responsible for the project lifecycle, including Engineering, Procurement, and Construction (EPC)
procurement, detailed design review, creating specifications, procurement oversight, construction, testing,
commissioning, and energization.
LEU intends to procure the overall project through an EPC contract process. The EPC contractor will have
primary responsibility for detailed engineering, procurement, construction, testing, and integration of the
project. The OE will act as LEU’s technical representative and provide independent engineering, project-
management, contract-administration, quality, and construction-support services. Note: OE firm must be
completely independent from EPC. The firm awarded the OE contract will not be permitted to bid on the EPC.
The selected Proposer shall demonstrate substantial recent experience with 230/60 kV or similar voltage level
substations delivered under EPC or similar contracting arrangements, including experience representing an
owner during design, procurement, construction, testing, commissioning, and energization.
LEU anticipates issuing task orders on an as-needed basis. Selection of the OE will be at the sole discretion of
the Owner.
3. Background and Project Summary
LEU is a customer-owned, city-operated electric utility serving more than 28,000 customers in the City of Lodi.
LEU is a member of the Northern California Power Agency (NCPA), a not-for-profit joint powers agency that
provides services including energy purchasing, aggregation, scheduling, and management.
LEU is responsible for the design, construction, and operation of the proposed Guild 230/60 kV Substation
Project, which is a component of Pacific Gas & Electric Company’s (PG&E) Northern San Joaquin 230 kV
Transmission Project. More information can be found at: https://www.lodi.gov/1296/Northern-San-Joaquin-
230-kV-Transmission. The LEU project is located in San Joaquin County within the City of Lodi and includes:
• A new Guild 230/60 kV Substation.
• A new private access road serving the substation.
• Modifications at the immediately adjacent Industrial 60 kV Substation.
Together, these LEU-owned facilities constitute the Guild 230/60kV Substation Project.
4. Project Status and Development
Following review of the Proponent’s Environmental Assessment (PEA), the California Public Utilities
Commission (CPUC) issued a Certificate of Public Convenience and Necessity approving the Northern San
Joaquin 230 kV Transmission Project on July 16, 2026.

LEU intends to procure an EPC contractor for the overall Guild 230/60kV Substation Project. The EPC
contractor will be responsible for the overall detailed design, procurement, construction, testing, and
integration of the project, subject to LEU review and approval.
To mitigate long-lead procurement risk, LEU is currently proceeding with procurement of two (2) 230/60kV
autotransformers as well as two (2) 230kV SF6 circuit breakers. Other project materials and equipment are
anticipated to be procured by the EPC contractor per LEU/OE requirements and recommendations.
The OE will provide independent technical review and project-management support to LEU throughout the
project and will coordinate closely with LEU staff and the EPC contractor.
5. Scope of Services
The OE shall represent LEU throughout the project and provide qualified personnel capable of overseeing
electrical, civil, structural, protection and control, communications/SCADA, procurement, construction, testing,
commissioning, and project-management activities. The scope below establishes the anticipated services but is
not intended to be exhaustive.
Because OE services will be performed on an as-needed basis, LEU anticipates issuing individual not-to-exceed
task orders. Before commencing each task, the OE shall coordinate with the LEU project manager and submit a
task-order proposal identifying the scope, assumptions, level of effort, schedule, deliverables, and not-to-
exceed fee. Each task order must be approved in writing by the LEU project manager before work begins.
