ADVERTISEMENT FOR BIDS
The City of Independence, Kansas, is accepting sealed bids for the construction and installation of a Salt and Sand Storage Building.
Bids must be submitted to the Office of the City Clerk, 120 N. 6th Street, Independence, Kansas 67301, on or before 2:00 p.m., March 19, 2026. Bids shall be enclosed in a sealed envelope clearly marked on the outside “Salt and Sand Storage Building Bid.” If a bid is mailed, the original envelope shall be enclosed in a separate envelope addressed to the City Clerk and marked as stated above. E-mail or fax bids will not be accepted.
Bids will be publicly opened and read aloud. The apparent low bidder will be evaluated for responsiveness and responsibility and presented to the Independence City Commission for formal action.
A non-mandatory pre-bid meeting will be held at 2pm, February 25 at the project site, 2143 Enterprise Drive, Independence, Kansas.
The City reserves the right to reject any or all bids, to waive informalities or irregularities, and to accept the bid deemed most favorable to the City. No bidder may withdraw a bid for a period of forty-five (45) days after the date and time set for bid opening.

SECTION 1 – PROJECT DESCRIPTION
The City of Independence is seeking bids from qualified contractors for the design, construction, and installation of a covered salt and sand storage facility to support municipal street maintenance operations.
The project includes all labor, materials, equipment, engineering (as required), permits, and incidentals necessary to deliver a complete and operational structure.
SECTION 2 – SCOPE OF WORK
General
The Contractor shall furnish all labor, materials, equipment, engineering, and supervision required to complete the project in accordance with this Invitation to Bid.
Building Requirements
• Size: One (1) building approximately 40 feet by 40 feet. An alternate configuration of two (2) buildings approximately 20 feet by 40 feet each may be proposed.
• Interior Clearance: Minimum clear interior height of 13 feet.
• Structure Type: Pre-engineered metal building, fabric-covered structure, or pole barn style structure with clear-span interior.
• Design Loads: Wind, snow, and seismic loads appropriate for the project location. Structural design drawings shall be sealed by a Professional Engineer licensed in the State of Kansas.
• Foundation Design: Design of the foundation shall included and should match the proposed structure.
Roof and Walls
• Roof: Pitched metal roof or engineered fabric roof suitable for snow and rain runoff.
• Walls: Three (3) enclosed sides with one (1) open or partially open side for equipment access.
• Wall Construction: Concrete walls (poured-in-place or prefabricated blocks) designed to withstand incidental contact with front-end loaders, minimum wall height of six (6) feet.
Foundation and Slab
The Contractor shall provide foundation and slab construction as required for the structure and as specified herein.
• A new concrete slab of 8 inches minimum depth with engineered reinforcement to support a rubber-tired front-end loader of 30,000 lbs weight shall be included.
• Bearing capacity of native soil may be assumed to be 2000 PSF.
• A concrete access pad is included and shall follow the same specifications as the building slab.
• Slab shall be graded at a 1% grade toward the west.
Earthwork and Base:
• Excavate the existing backfill material to a depth of 18 inches below finished grade and remove from site to an approved disposal site.
• Place compacted AB-3 material with optimum moisture to a depth of 12 inches below finished grade and to a 95% Proctor density.
Reinforcement:
• Rebar will be provided, with #5 rebar at 12-inch centers with a minimum lap of 3 feet.
• Rebar shall be elevated a minimum of 2 inches above the final floor elevation.
Concrete:
• Place 8 inches of PCCP High Early Strength Concrete with a minimum of 5000 psi strength and protect from freezing or high temperatures depending upon time of year.
• Provide a broom finish.
Submittals (Concrete and Base):
• A concrete mix design shall be submitted a minimum of 10 days prior to placement.
• The proposed source/location of AB-3 material shall be submitted 10 days prior to excavation for approval of the City Engineer.
Field Verification:
• Before excavation of the selected sites, the Contractor shall verify the dimensions specified on the attached documents. If any variation is found, the Contractor must obtain prior approval from the City prior to any work being performed in that area, or the excess area and cost will be on the Contractor.
Durability
• The building and all components shall be designed for exposure to road salt.
• All steel components shall be hot-dipped galvanized in accordance with ASTM A123 or provided with an equivalent corrosion-resistant coating.
• Building components shall carry manufacturer warranties consistent with industry standards.
Optional Features
• Optional sliding or roll-up door systems on the open side may be proposed as bid alternates.
SECTION 3 – CONTRACTOR RESPONSIBILITIES
The Contractor shall be responsible for:
• Site coordination and construction sequencing
• Obtaining all required permits and inspections
• Compliance with all applicable federal, state, and local regulations
• Jobsite safety and protection of adjacent facilities
• Final cleanup and removal of construction debris
SECTION 4 – BID SUBMITTAL REQUIREMENTS
Each bid shall include the following:
1. Completed and signed Bid Form
2. Bid Bond
3. List of proposed subcontractors
4. Construction schedule
5. Description of proposed building system and materials
SECTION 5 – BONDING REQUIREMENTS
The following bonds are required for this project:
• Bid Bond: Five percent (5%) of the total bid amount.
• Performance Bond: One hundred percent (100%) of the contract amount.
• Statutory Payment Bond: One hundred percent (100%) of the contract amount, in accordance with K.S.A. 60-1412 through 60-1414.
Bond forms are included in this bid package in Appendix A – Bond Forms and shall be used.
SECTION 6 – INSURANCE REQUIREMENTS
The Contractor shall procure and maintain, at their own expense, insurance coverage meeting the following minimum requirements:
• Workers’ Compensation Insurance: As required by Kansas law
• Commercial General Liability Insurance:
o $1,000,000 per occurrence
o $2,000,000 general aggregate
• Automobile Liability Insurance: $1,000,000 combined single limit
• Umbrella or Excess Liability Insurance: $5,000,000 minimum
The City of Independence shall be named as an additional insured. Certificates of insurance shall provide thirty (30) days’ written notice prior to cancellation or non-renewal.
SECTION 7 – WARRANTY
The Contractor shall warrant all workmanship for a period of one (1) year from the date of final acceptance.
Manufacturer warranties for building components, coatings, and structural systems shall be provided and assigned to the City upon project completion. Statements of expected service life are performance goals and shall not be construed as additional contractor warranties.
