2026 OWASSO PARKS MOWING
(9 PARKS LOCATIONS THROUGHOUT OWASSO)
BID REQUIREMENTS:
• Mandatory Pre-bid Meeting: Any contractor wishing to bid on the Owasso Parks
mowing must attend one of two opportunities for an onsite visit to meet with
Parks staff and discuss the properties to be mowed:
Tuesday, February 24th @ 10:00 am or Thursday, February 26th @ 10:00 am
Location: Parking lot of Funtastic Island, located at 10320 East 116th Street North,
Owasso, Oklahoma 74055
• Bids will be received by the City of Owasso until 11:30 A.M. on February 27,
2026, for the mowing of the following parks per mowing specifications:
Ator Heights Park - 303 West 18th Street
Centennial Park - 15301 East 86th Street North
Elm Creek Park - 12401 East 77th Place North
Rayola Park - 8300 Owasso Expressway
Skate Park - 456 South Main Street
Sports Park North - 10320 East 116th Street North
Sports Park South - 10319 East 106th Street North
Veterans Park - 12001 East 86th Street North
Waggin’ Trail Dog Park at McCarty Park - 8200 North 91st East Avenue
• Bids will be received separately for each park and awarded per park. Mark the
envelope(s) “Owasso Parks Mowing Bid”. The bid should include line trimming
and edging for each location as an alternate.
• Contractor is required to carry a minimum of $1,000,000.00 in liability insurance
coverage and provide a copy of their Certificate of Insurance showing the
amount of coverage and the term of the policy.
• Contractor shall have the necessary equipment to perform the work and must
submit an equipment list with the bid submittal. At a minimum, the required
information shall designate equipment size, make, model, and cutting width.
• Bids can be submitted by email to Tina Mushrush at tmushrush@cityofowasso.com
or by delivery to City Hall, 200 South Main Street, Owasso, Oklahoma 74055.
• Submit a minimum of three (3) references related to similar mowing projects.
• The City reserves the right to reject any bids. All bids will be considered
irrevocable offers under conditions specific for a period of thirty (30) calendar
days from the bid submittal deadline.
MOWING SPECIFICATIONS and GENERAL CONDITIONS:
1. The mowing contract will begin April 1, 2026, and continue through October
15, 2026. Additional mowings may be required after October 15, 2026,
depending upon the actual growing season, and will be at the sole
discretion of the City.
2. The park is required to be mowed once every 7 (seven) days.
3. Mowing must be performed Monday through Friday and shall not be done
prior to 8:00 a.m. or after 6:00 p.m.
4. No mowing is to be done from 6:00 p.m. on Friday until 8:00 a.m. on Monday.
5. Mowing is prohibited on Ozone Alert Days. When mowing is postponed due
to weather conditions or Ozone, the contractor must mow the following
business day.
6. All trash should be picked up and disposed of properly prior to mowing.
7. Mow the entire park area with a riding lawn mower or hand mower with turf
tires. “Brush Hog” type mower shall not be used. No bar tread tires shall be
used.
8. All grass should be cut 1 to 1¾ inches in height. (No turf will be scalped.)
There shall be no mowing when there is sufficient moisture to cause the
ejected grass clippings to clump.
9. Mow within 4 inches of any obstruction, such as fences, fence corners, trees,
poles, etc. Creeks and embankments should be mowed per agreeable
distance from the water.
10. The walking/jogging trails(s) shall be kept free of grass clippings and any
other yard waste.
11. Line trimming all ditches, steep hills, and slopes, around all trees, light poles,
picnic tables, and fences. The City intends to have the “mowing contractor”
mow as close to all structures, fences, fence corners, trees, and drainage
ditches as possible.
12. Edging all hard surfacing, including but not limited to sidewalks, walkways,
curbs, and gutters.
13. After each mowing, the contractor must call immediately to report that the
mowing has been completed. All work must be called in to 918-376-1539,
or payment will not be made for that mowing period.
14. All invoices must be submitted with a “Non-Collusion Invoice Affidavit”
attached to be eligible for payment.
15. Upon award of the bid, the signed contract shall establish an independent
contractor relationship between the awardee (contractor) and the City. The
Contractor is not to be considered an agent or employee of the City for any
purpose, nor is the Contractor entitled to any benefits.
16. The City shall schedule a pre-work conference before the commencement
of work.
17. Invoices must be turned in no later than the last day of each month.
18. For the work performed under this Contract, the City will pay said Contractor
the agreed-upon sum per mowing. Payment shall be once every month;
such sum payable on or before thirty (30) days after Contractor's billing.
19. No modification, variation, change, addition, deletion, or alteration of the
relationship of the parties shall be effective unless agreed to in writing and
executed by both parties hereto.
20. Contractor awarded the bid in 2026 may be given the option of mowing the
same property during the 2027, 2028 & 2029 mowing seasons at the 2026 bid
price should the City decide to continue to contract the mowing for those
years. If that should occur, contractors will be contacted by the City early in
each year and will be required to execute a new contract for each year.
