$50,000, all-inclusive and not-to-exceed
1. Request
Morrow County is informally requesting proposals from qualified consulting firms to assist
with updating a Community Wildfire Protection Plan (CWPP). The selected consultant will
lead the planning process, coordinate with stakeholders and the public, evaluate wildfire
risks, establish mitigation priorities, and prepare a final plan that meets applicable state and
federal requirements.
Budget limitation.The resulting contract shall not exceed $50,000, including all labor,
travel, materials, subcontractor costs, and other expenses.
Funding and County obligation. Morrow County is not obligated to award a contract or
expend the full amount. Any award and resulting work are contingent upon the availability
and appropriation of funding. The County may reduce, phase, postpone, suspend, or cancel
the work if funding is unavailable.
2. Scope of Work
The selected consultant will generally be expected to:
1. Review the County's existing CWPP, hazard-planning documents, available GIS data,
and related plans.
2. Coordinate with County staff, cities, fire districts, the Oregon Department of Forestry,
federal agencies, utilities, landowners, and other stakeholders.
3. Conduct Steering Committee meetings, stakeholder interviews, and appropriate public-
engagement activities.
4. Evaluate wildfire risks, vulnerable populations, critical facilities, infrastructure, and
wildland-urban interface areas using available information and necessary analysis.
5. Develop a prioritized list of wildfire-mitigation and hazardous-fuels projects.
6. Recommend actions to reduce structural ignitability and improve community
preparedness.
7. Identify potential federal, state, and other funding sources, eligible activities, match
requirements, documentation needs, and significant grant-compliance considerations.
8. Prepare an administrative draft, public-review draft, and final CWPP in searchable PDF
and editable Word formats, including editable project lists and materials produced for
the work.
9. Assist the County with review, approval, and adoption of the final plan, including
required coordination with local government, fire, and state forestry representatives.
The final scope, level of effort, deliverables, and contract terms may be negotiated with the
selected consultant. Any additional detailed scope provided by the County will be
incorporated into the resulting agreement.
3. Federal Funding and Grant Assistance
The consultant shall help identify funding opportunities that may support CWPP priorities
and organize project information for future grant applications. Assistance should include
identifying likely eligible activities and expenses, anticipated match requirements,
documentation and record-retention needs, and relevant federal award conditions, including
applicable 2 CFR Part 200 requirements. The consultant shall alert the County to potential
eligibility or compliance concerns. Final responsibility for grant acceptance, procurement,
financial administration, reporting, audit documentation, and reimbursement requests
remains with Morrow County.
4. Proposal Requirements
Please provide a concise proposal containing:
• Firm name and contact information.
• Understanding of the project and proposed approach.
• Relevant CWPP, wildfire-planning, emergency-management, grant, or rural public-
sector experience.
• Qualifications and availability of the proposed team and any subcontractors.
• Proposed stakeholder and public-engagement approach.
• Two or three references for similar projects.
• An all-inclusive, not-to-exceed cost proposal, including all expenses and subcontractor
costs.
• Confirmation that the firm can meet the County's insurance requirements.
Proposals should be limited to approximately 10 pages, excluding resumes and examples of
prior work.
5. Evaluation and Selection
The County may review proposals, check references, request clarification, and interview
firms if needed. Selection will be based on the proposal that best meets the County's needs
and provides the best overall value. Cost will be considered but will not be the only factor.

6. Insurance Requirements
Evidence of insurance is not required with the proposal. Before the contract is signed or
work begins, the selected consultant shall provide a Certificate of Insurance and applicable
endorsements showing coverage appropriate for the services, including:
• Commercial general liability: $1,000,000 per occurrence and $2,000,000 aggregate.
• Automobile liability when applicable.
• Workers' compensation as required by Oregon law.
• Professional liability/errors and omissions appropriate for the services.
Morrow County, its officers, officials, employees, and volunteers shall be named as
additional insureds on the commercial general liability policy. Coverage shall be primary and
noncontributory. The selected consultant must provide the applicable additional-insured
endorsement; a certificate alone is not sufficient to establish additional-insured status.

may provide answers or clarifications to all firms receiving this request.
8. County Reservations
Morrow County reserves the right to reject any or all proposals, waive minor informalities,
request clarification, check references, negotiate the final scope and cost, reduce or phase
the work, or cancel this request when determined to be in the County's best interest. This
request does not obligate the County to award a contract, reimburse proposal costs, expend
the full not-to-exceed amount, or guarantee any minimum amount of work.
