I. Introduction and Background
Introduction
The City of Little Canada is seeking to retain a qualified architectural and engineering (A/E) firm to
provide professional design services for the construction of a new community building. The selected firm
will work with City Staff, the Technical Advisory Committee (TAC) and key stakeholders to provide
schematic design, design development, construction documents, cost estimating and construction
administration services for a new community building at Pioneer Park.
The City of Little Canada (hereinafter referred to as the CITY) makes this Request for Proposals
(hereinafter referred to as RFP) to obtain Proposals for Architectural and Engineering (A/E) services
(hereinafter referred to as the CONSULTANT) that will be used to select a design team for the Project.
The Project is generally described in the “Scope of Work & Services” contained within this RFP.
This project is intended to be a traditional design-bid-build delivery method.
City Background Information
Little Canada, Minnesota, is a community of approximately 11,000 residents located just north of Saint
Paul. Originally established as a township more than 150 years ago, Little Canada has maintained its
small-town character while continuing to grow and evolve.
The City is governed by a City Council consisting of a Mayor and four Council Members, who establish
City policy. The City Administrator is responsible for the day-to-day administration of City operations.
Purpose
The City is requesting proposals from qualified firms to provide architectural design and professional
services for a new community building located in Pioneer Park. The scope of this request includes
architectural and engineering services to deliver a complete document set for bidding and construction.
The City has convened a Technical Advisory Committee (TAC) to engage the community, evaluate needs,
and develop a final report outlining recommendations for the community building. The TAC Report
(Exhibit A) was formally adopted by the City Council in 2025.
Using the TAC Report as guidance and working in partnership with the City, the selected proposer will
prepare architectural drawings and support the development of building-level cost estimates.
Anticipate the use of one bid package to maximize efficiency, support local subcontractor participation,
minimize construction duration, and address long-lead-time materials or high-risk cost escalation
components through a unified bid package.
The selected proposer will enter into an agreement with the City using the City’s Professional Services
Agreement. A copy of this agreement is attached hereto. The City objects to and rejects terms and
conditions submitted by the proposer which are inconsistent with the agreement. The selected proposer
may propose additional terms and conditions not inconsistent with the agreement, which the City may,
with or without cause, choose to accept or reject.
Project Budget
Funding for the project has been identified in the City’s Capital Improvement Program. The current
budgetary estimate for the project is $4,175,000, with construction anticipated in 2027.

Project Roles and Responsibilities
City of Little Canada
The City will provide overall project direction, policy decisions, and approvals at key milestones. The City
will review design documents, cost information, and recommendations and will provide timely feedback
to support project progress.
Architect/Engineer (A/E)
The selected A/E firm will be responsible for the complete architectural and engineering design of the
project and for coordinating with the City throughout all phases. Responsibilities include:
Overall project management and coordination
Schedule development and monitoring
Cost estimating and budget tracking
Facilitation of bid package(s) strategy
Preparation of all design and construction documents
Coordination of engineering disciplines and consultants
Preparing all required drawings and documentation to permitting agencies
Participation in bidding and construction administration
Ensuring design compliance with program, budget, and applicable codes
The A/E shall work collaboratively with the City to ensure project alignment with schedule, budget, and
quality objectives.
Sub-Consultant Team
The architecture firm may assemble a team of sub-consultants to execute the necessary design and
engineering services to complete the project. This sub-consultant team may be comprised of, but not
limited to, the following disciplines:
Interior Design
Structural Engineering
Mechanical, Electrical & Plumbing Engineering
Cost Estimator
The proposer shall provide FFE-related services including:
Development of specifications and layouts, assistance with vendor selection, procurement
coordination, installation oversight, and punch list completion.
Inclusion of low-voltage systems, audiovisual components, and City-specified FFE items within the
bid packages.
