The City of Seattle is seeking proposals for Phase II Modernization of Seattle’s Standard Specifications for Road, Bridge & Municipal Construction . Proposals are due no later than 1:00 pm on Thursday, September 24, 2026 . All questions are to be submitted through the e-procurement portal at https://procurement.opengov.com/portal/seattle no later than 5:00 pm on Tuesday, September 15, 2026 .

Seattle Public Utilities is requesting proposals from qualified consultants to provide modernization of the City’s Standard Specifications through updated content, reorganized structure, and full ADA compliance. The City of Seattle Construction Standard Specifications serve as the primary contract documents for public works construction contracts for the City and apply to public or private construction in the City’s Right of Way. They contain 9 divisions, are referenced in SDOT Street Use Permits and are revised and updated every three years. SPU expects to award one contract with an estimated total value of $120,000-$150,000.
