Description
The Dayton Veterans Administration Medical Center (VAMC), Dayton, OH, has a requirement for the contractor to provide parts, material, labor, and supervision, to provide water management testing, treatment, and monitoring services necessary to protect all water systems for domestic hot and cold water, steam, chillers, cooling towers, boilers, ice machines, reverse osmosis systems, and hydronic heating and chilled water systems by means of a firm-fixed-price contract with a base year and four (4) one-year option periods to be exercised at the discretion of the Government.

The intention of this Sources Sought is to obtain information only. Please do not send a proposal.

STATEMENT OF WORK (SOW)

1. Contract Title. Water Management Contract

2. Background: Contractor must provide all parts, material, labor, and supervision, to provide water management testing, treatment, maintenance and monitoring services necessary to protect all water systems for domestic hot and cold water, steam, chillers, cooling towers, boilers, ice machines, reverse osmosis systems, and hydronic heating and chilled water systems. A site visit will be necessary. Information will be forthcoming.
3. Scope: Provide continuous Legionella protections (Buildings 320, 330, 350, and 410) via Monochloramine secondary disinfection with Sanipur monochloramine generators on domestic hot and cold water. Provide continuous monitoring of domestic hot and cold-water distribution systems with Sanipur SaniWare remote monitoring panels. Sanipur systems must be capable of monitoring 24/7 through a cellular modem which the Dayton VAMC will have access to. Provide continuous water quality of boiler and cooling tower systems with live feeds in chiller and boiler plants. Provide chemical treatment for boilers and chillers with solid chemistry. Provide initial cleaning of cooling towers and annual cleaning thereafter. Provide semiannual preventative maintenance to all campus ice machines. Provide preventative maintenance to all reverse osmosis systems and water softeners. Contractor must be contractor must be on-site within two hours of notification to ensure prompt emergency response. Must strictly adhere to latest versions of ANSI/AAMI ST108- Water for Processing Medical Devices and VHA Directive 1061 Prevention of Health Care Associated Legionella Disease and Scald Injury from Water Systems.

4. Specific Tasks: Vendor will report to Robert Rhoad in the engineering department prior to and immediately after completion of inspection and testing. Worker(s) will wear identification badges provided by VA when working on the VA campus or VA leased property. Keys may be picked up in B-128, room 133A. Keys are to be returned to B-128, room 133A at the end of each day.

Water Treatment

CHILLER PLANT

Provide continuous monitoring using cellular/cloud-based water treatment technology.
All chemicals used need to be in solid form.
Provide and add scale and corrosion inhibitor as needed based on water usage.
Provide and add dispersant for biological growth as needed based on water usage.
provide and add oxidizing biocide as needed based on water usage.
Legionella sampling must be taken and reported to engineering for (4) cooling towers on a quarterly basis and within 7 days of tower start-up.
Annual cleaning and disinfection of (4) cooling towers.

BOILER PLANT

Provide continuous monitoring using cellular/cloud-based water treatment technology.
All chemicals used need to be in solid form.
Provide and add scale and corrosion inhibitor as needed based on water usage.
Provide and add amines on a continuous feed.
Provide test kits and training of onsite boiler operators.
3. CLOSED LOOP SYSTEMS

Treat 35 total hot and chilled water closed loops.
Provide and add solid scale and corrosion inhibitor as needed based on quarterly testing.

Post Secondary Disinfection Services Monochloramine

Provide daily Ohio Environmental Protection Agency (OEPA) Water Supply Operator or Utility Worker to meet Class I minimum staffing requirements (including Holidays and weekends)
Provide equipment, replacement parts, licensing, OEPA permits, chemicals, and consumables needed to operate Monochloramine system for (15) units.
Complete forms and reports as required by OEPA.
Remediate any areas that test positive for legionella during quarterly testing.
Take and report to OEPA annual Lead and Copper, Disinfection byproducts and monthly Nitrite/Nitrate samples.

Ice Machine Services

Provide semi-annual cleaning and disinfection service on 45 ice machines.
Provide and change (45) 0.2-micron bacteria filters semi-annually
Provide reports and certification of semi-annual cleaning and disinfection service.

RO and Water Softener Services

Sterile Processing System

Provide monthly preventative maintenance service to Reverse Osmosis/Deionized (RO/DI) system.
Change RO prefilter cartridge monthly
Provide carbon exchange tank semiannually.
Provide DI tank exchange as needed (based on water usage) for (6) DI tanks.
Change (5) post DI 5-micron filter cartridges quarterly.
Change (5) post Ultra Violet (UV) .2-micron filter cartridges quarterly.
Change UV lamps annually
Change storage tank vent filter annually.
Take and report water samples as outlined in ANSI/AAMI ST108:2023 Water for the processing of medical devices. Endotoxin 60 samples yearly, HPC bacteria 36 samples yearly and 4 AAMI testing samples yearly.

Water Softener Services

Provide monthly preventative maintenance service to (6) water softeners
Inspect, test water hardness, note all data, and submit reports monthly. Perform repairs as needed. Recommend upgrades to equipment as needed.
Provide salt for softeners (Steam Plant not included).

B330-2B100 RO System

Provide monthly preventative maintenance service to RO system
Inspect equipment, document equipment readings, supply a report on equipment to Include any recommended repairs.
Change RO prefilter cartridge monthly.
Annual Replacement of RO Membranes


Hemodialysis and Lab Purification Equipment Preventative Maintenance

Monthly Preventative Maintenance Service visits where all operational conditions are all logged and evaluated.
Chemical disinfection of reverse osmosis system and ozone disinfect the water system distribution loop monthly during non-operating hours.
Draw monthly Bacteria and Endotoxin LAL samples from RO Product, Pre and Post dialysis loop. Sample for AAMI ST108 contaminants. Utility water HPC 64 samples per year, Critical water Endotoxin 180 samples per year, Critical water HPC samples 180 per year, utility and critical water chemistry (hardness, pH, alkalinity, conductivity) 244 samples per year and utility and critical water Ionic 2 samples per year.
Provide six (6) Model DI-451447E, Ultra-pure mix-bed deionized exchange tanks. DI Exchange tanks are installed in a primary/secondary arrangement.
Provide three (6) Model CA-111447E carbon tanks installed in a primary/secondary arrangement.
Includes making minor adjustments on an as needed basis during the service to ensure proper operation of the system.
Laboratory - Provide two (2) DI-451447E Ultra-pure mix-bed deionized exchange tanks. DI Exchange tanks are installed in a primary/secondary arrangement.
Provide Model 20-5013 carbon block per-filter to be replaced each time deionizer tank is exchanged. Additional filters will be billed at current price.
Provide two (2) Model 20-3046 endotoxin post filter and replace every six (6) months.
Provide replacement UV components

Monitoring of Ancillary Water Systems

Monitor operation and condition of campus wide steam condensate system. Recommend upgrades as needed.
Monitor operation and condition of closed loop HVAC systems. Recommend upgrades as needed.
Monitor operation and condition of campus water tower. Recommend upgrades and PM schedule.
Provide requested guidance to Water Safety Committee (WSC) and review annual water safety plan for said committee.

6. Performance Monitoring: All work will be signed off by COR once completed.

7. Security Requirements: The C&A requirements do not apply, and a Security
Accreditation Package is not required

e. Inspection and Acceptance Criteria: Sanipur holds the US patent on treatment of
domestic hot water with monochloramine. VHA directive 1061 states that hot water and cold water must be treated independently. Other monochloramine vendors treat the hot water through the cold-water side which violates the directive. Therefore, Sanipur monochloramine machines must be used by the awardee.
