COUNTYWIDE TRANSPORTATION SAFETY ACTION PLAN TO REDUCE FATALITIES AND SERIOUS INJURIES
The County Commissioners of Queen Anne’s County received a planning grant in the amount of
$280,000 from the United States Department of Transportation under the Safe Streets for All grant
program. The purpose of the grant is to engage a firm to develop a robust multimodal comprehensive
Transportation Safety Action Plan (TSAP) that is appropriate to the size and scale of Queen Anne’s
County, Maryland, and to improve transportation safety, reduce crashes, and identify projects that would
improve highway safety.
Project Concept:
The County intends to allocate up to $280,000 to hire a qualified firm, experienced in working with a
county jurisdiction of the same size and characteristics as Queen Anne’s County, to provide professional
services to create a TSAP. The County is requesting firms to propose a detailed and comprehensive
approach to creating a Countywide Plan which, among other things, reviews available crash data,
identifies crash hotspots, evaluates the potential causes of crashes, and provides site-specific
recommendations that would improve highway safety and reduce the frequency and severity of crashes
on State Highways, County Roads, Municipal Roads and Bike & Pedestrian facilities.
With the available grant funding, Queen Anne’s County is seeking the most comprehensive, robust, and
innovative TSAP that is detailed and prescriptive to easily guide implementation of improvements and
programs to improve safety. Vendors are strongly encouraged to propose innovative, practical and
approvable solutions, value-added services, and creative approaches that enhance the TSAPs impact
beyond the base scope, such as advanced data analytics, pilot demonstrations, enhanced visualization
tools, or other enhancements that demonstrate added value within the available budget.
It is intended that the TSAP be substantially complete substantially completed within 12 months from
Notice to Proceed with final adoption by the County targeted by the end of 2027.
Pre- Proposal Meeting:
The County does not intend to hold a pre-proposal meeting
Scope
The County is seeking proposals from qualified Vendors to provide transportation engineering consultant
services to lead in developing the process and drafting a Transportation Safety Action Plan (TSAP)
consistent with Maryland State and Federal guidelines, in accordance with the terms and conditions and
specifications set forth in this solicitation and SS4A guidance for Comprehensive Safety Actions Plans.
This TSAP is to support the Department of Public Works (DPW) as well as other departments within the
County to help identify safety needs related to transportation, as well as assist in the preparation of grant
materials to obtain future funding in support of various County initiatives and improvements.

Project Structure and Work Proposal
The Consultant will prepare a detailed work proposal and schedule with an achievable timeline for the
TSAP, which is anticipated to be substantially completed within 12 months from Notice to Proceed, with
final adoption by the County targeted by the end of 2027 to align with the grant performance period. The
work proposal will outline the overall approach, as well as specific actions and activities that will occur
during the project and how these will result in successful delivery of the TSAP.
Project Management and Coordination
The Consultant is required to manage the study and coordination with any subconsultants, as well as bear
responsibility for all documentation and equipment needs. The Consultant will identify a project lead (i.e.,
Project Manager) from their team to act as the direct point of contact for Queen Anne’s County staff. The
Project Manager will coordinate with any subconsultants, as necessary, to complete the deliverables.
The Consultant is required to incorporate regular progress meetings with the County and prepare monthly
progress reports.
Project Components & Deliverables
Project deliverables include a final TSAP document, including text, maps, graphics, and other relevant
data. The TSAP final plan document and all text, maps, graphics, and other relevant data are to be
submitted in both a user-editable and .pdf format.
1. Leadership Commitment and Goal Setting
Establish the foundation to build commitment for the TSAP with County leaders.
● Establish vision, goals and guiding principles for the TSAP, which align with the USDOT’s
Safe System Approach (SSA) and the Safe Streets 4 All goal for zero roadway fatalities and
serious injuries. Specific goals will be established within the context of jurisdictional
authority and in cooperation with County, Maryland Department of Transportation, and
Federal Highway Administration partners.
● Complete effective communication with County staff and leadership throughout the project.
Confirm the County’s commitment to the vision, goals, and guiding principles of the TSAP
● The Consultant will prepare materials and attend up to a total of four (4) formal meetings
with elected officials. County staff will schedule these meetings in coordination with the
Consultant’s Project Manager.
2. Planning Structure
Coordinate the involvement and activities of a local Safe Streets 4 All steering committee, which
provides for State, County, and Municipal participation for project guidance. The steering committee
will provide oversight and direction of TSAP development, recommendations and guidance for TSAP
implementation.
● The TSAP will include State Highways, County Roads, Municipal Roads and Bike &
Pedestrian facilities and therefore must coordinate among multiple jurisdictions and
departments to create recommendations and the steering committee should reflect
appropriate representation.

● Develop the structure for the steering committee to include representation from MDOT, Law
Enforcement, County Departments and Municipalities within the County.
● Educate Steering Committee on Safe System vision, goals, and principles.
● Integrate the steering committee in the process of establishing the TSAP vision, goals, and
guiding principles.
● Involve the steering committee in coordination activities, communication, draft work
products, resulting work products, and recommendations.
3. Safety Analysis
Develop a detailed safety analysis document that provides a comprehensive baseline of existing
conditions and trends across the County transportation network. The resulting analysis will include all
roadways and all modes under County jurisdiction.
● Preparation of community demographics.
● Analysis of the built environment and known issues:
o Analysis of crash locations, crash types and severity, and contributing factors for death and
serious injury crashes, including:
▪ data on locations,
▪ demographics,
▪ crash factors (such as speed, left turns),
▪ driver behavior (distracted, impaired)
▪ crash severity,
▪ relevant road users
o Evaluation and status of Complete Streets facilities compatibility throughout the community
system.
● Preparation of systemic and specific safety needs analysis and recommendations, including:
o Built environment considerations.
o High-risk road features.
o Specific safety needs of relevant road users.
o Non motorist (Bicycle & Pedestrian) consideration and
o Public education approaches.
● Based on the analysis performed above, prepare a geospatial identification of high-risk
locations (a High-Injury Network or equivalent).
● High Injury Network should consider motorist and non-motorist crashes on the transportation
network which includes State Highways, County Roads, Municipal Roads and Bike &
Pedestrian facilities.
4. Engagement and Collaboration
Promote the active participation and engagement of local communities and impacted stakeholders in
the development of the Plan. The Consultant is encouraged to utilize creative methods, opportunities,
and activities when collaborating, engaging, and informing stakeholders and the public. The Consultant
should develop a distinct project identity to build community recognition and support.
● Prepare and execute a detailed public engagement plan that provides for robust engagement
with the public and relevant stakeholders, including the private sector and community groups,
that allows for both community representation and feedback.
● The public engagement plan should outline the number of proposed public engagement
meetings as well as the proposed meeting format.

● Provide examples of communication for ongoing performance reporting to the public.
● Integrate into the Plan the information received through engagement and collaboration. The
Plan should clearly demonstrate how information received from engagement and collaboration
is analyzed and incorporated.
● Coordinate with related jurisdictions to ensure the Plan and related goals and strategies are
coordinated and aligned with other governmental plans and planning processes to the extent
practical.
5. Implementation Plan
The TSAP will recommend measures for future implementation in the form of an outline of policy and
infrastructure priorities directed at achieving the vision, goals, and principles established for the project,
combined with the community’s demonstrated safety needs.
a. Policies or Procedural Changes: The policy recommendation component will result in actionable
recommendations for existing County policies, development of new policies, practices, and/or
programs.
● Analyze existing standards, manuals, plans, and/or guidelines, including, but not limited to;
o Queen Anne’s County Comprehensive Plan
o Kent Island Transportation Plan
o Queen Anne’s County Bicycle and Pedestrian Master Plan
o Annual MDOT Priority Letter
o MDOT Planning Documents
o Other County & MDOT adopted public policy documents
● Identify opportunities for policy improvements to prioritize transportation safety.
● Provide detailed recommendations of revisions, amendments, or new policies, guidelines,
standards, and/or future studies, as appropriate, based on the Consultant’s experience with
other public road authorities.
b. Strategy and Future Project Recommendations
The strategy and project recommendations component will result in actionable projects and
strategies that focus on infrastructure improvement opportunities that are practical and approvable
and related policy recommendations, road user behavior, post-crash response/care, and/or
operational safety.
Each goal/recommendation must specifically address a safety need identified by the safety
analysis. These recommendations will be shaped by data, the best available evidence and
noteworthy practices, as well as stakeholder input and equity considerations. These strategies and
countermeasures will focus on a Safe System Approach, effective interventions, and consider
multidisciplinary activities.
● Develop prioritization criteria for project locations, projects and strategies in collaboration
with the steering committee for County Commissioner adoption.
● Prepare a prioritized list of project locations, projects and strategies, which includes the
following items:
o An explanation of how the project addresses an identified safety need from the
safety analysis;
o Specific project and strategy descriptions, including maps, exhibits, and cost
estimates to support future SS4A Infrastructure and/or Highway Safety
Improvement Program (HSIP) grant applications; and
o An explanation of the prioritization criteria used and applicable time-based goal for
deployment (e.g., short-, mid-, and long-term timeframes).
