Posting Responses to Questions through 8/26/25:



Question: Is there a requirement for a transition period from the previous contractor to the new one?



Answer: Refer to 1.12.1 for up to a 30 day delay in performance of work, when APP/AHA need to be approved by. We will continue services within incumbent during this transition period.





Question: Are there any color or labeling requirements for the contractor-supplied containers?



Answer: No coloring or labeling requirements.





Question: Are there any access limitations or restrictions to the collection sites during normal hours (e.g., security checkpoints, key card access)?



Answer: All three sites have intercom communication at their security gates for access, no key cards will be needed. Chicago Harbor Lock has a checkpoint between Navy Pier and the facility that also has an intercom access point, no special security clearance at that one either.





Question: Does the government anticipate any seasonal increases in waste or special events requiring extra pickups?



Answer: No anticipated extra pick up for special events or seasonal changes.

Question: What size containers do you require?



Answer: Section 5.4 of the PWS states: The contractor shall supply and establish services for one (1) 4 cubic yard garbage container for each lock site. The containers shall be emptied at minimum of once per week, the contractor will notify the COR on which reoccurring day each site will be serviced. Refer to Technical Exhibit 4 for container locations.





Question: How many security gates are there to go through? I have a subcontractor who would like to conduct a site visit if possible.



Answer: Each site has two security gates, but TJO will only require access through the first one. All three sites normally have a supervisor, M-F 0600-1600, if you would like to make a visit.



CHL – Navy Pier Entrance where guests need to buzz in at and the sliding gate at the lock entrance.



TJO – Both gates are located at the end of the access road, the first gate is typically open on weekdays at 0600 and where the container is located currently. If the gate is closed, you can be buzzed in.



LPT – Pipe gates at the entrance to the site that are normally open from 0600-1600 M-F, sliding gate at the end of the access road where 5.3.3. states it needs to be placed.

Answer: These services had been completed by Waste Management of Illinois. No contract number.

In order to submit a quote, your firm must register with sam.gov, as a pre-requirement to do business with the federal government and prior to registering with the DoD Procurement Integrated Enterprise Environment (PIEE)system. Your firm must register with PIEE in order to access the solicitation and must submit quote responses in PIEE. Use the PIEE System Registration link:- https://piee.eb.mil, and follow the instructions on their website. Contact the PIEE helpdesk if you have any issues.****The only authorized transmission method for quote responses to this request for quote is electronically via PIEE online submission. NO OTHER TRANSMISSION METHODS (EMAIL, FACSIMILE, REGULAR MAIL, HAND CARRIED, ETC.) WILL BE ACCEPTED. All questions must be submitted prior to August 25, 2025.
