Project Description: The purpose of this Request for Proposal is for the selection of a Program Manager on behalf of EL PASO COUNTY HOSPITAL DISTRICT d/b/a UNIVERSITY MEDICAL CENTER OF EL PASO, (hereinafter UMC). UMC seeks qualified firms to provide Program Management Services for the implementation of the design and construction projects contemplated within the 2025 UMC General Obligation Bond Implementation Program for multiple UMC campuses. The intent is to engage the qualified Program Management firm (PM) to work under the direction of the Assistant Administrator of Planning Design and Construction through the completion of the Program. The Assistant Administrator of Planning, Design and Construction is responsible for the overall management of the 2025 UMC General Obligation Bond Implementation Program 2024 Bond Implementation Plan including contract administration, coordination with other UMC team members, community/education, communication with stakeholders, etc.
The successful PM will work with the UMC staff to develop a detailed Program Implementation Plan that will at a minimum consider all aspects of the 2025 UMC General Obligation Bond Implementation Program related to this Request for Proposals through completion. The PM will be asked to be involved in the executive management of these projects, as well as to provide certain technical services such as project control, communication, information management, scheduling and cost management services that will support the overall management effort.
The successful PM will not provide construction or design services associated with the 2025 UMC General Obligation Bond Implementation Program. Additionally, PM team members (i.e., joint venture partners, sub-consultants, etc.) will not participate as a member of a design team or contractor on any of the projects.
Reference Exhibit B for Scope of Work. The selection of the firm (s) will be at the sole discretion of UMC about which Offeror’s Proposal provides the best value to UMC based on the evaluation factors set forth in Section 4 herein.
