2026 Manhole Rehabilitation

1. Introduction
The City of Hays Department of Water Resources is accepting proposals for 2026
Manhole Rehabilitation project. This written Request for Proposal (RFP) states the scope
of the City of Hays’ requirements and specifies the general rules for preparing the
proposal.
The proposal should clearly demonstrate how the firm can best satisfy the requirements
of the City of Hays. The City of Hays shall reserve the right to enter into an agreement
with the firm presenting the proposal that is most advantageous to the City of Hays.
Manholes
The construction materials vary, but are generally brick and mortar, precast concrete, and
cast-in-place concrete.
The condition of the manholes varies but are typically in low pH environments.
Depths range from a few feet to just under 15 feet. This project includes 75 manholes
at approximately 555.57 vertical feet.
Manholes may be experiencing some or all of the following issues:
Loss of bricks and mortar
Hydrogen sulfide corrosion and subsequent concrete reactions
Damage from freeze/thaw cycles
Inflow and infiltration
Erosion
Ground settlement or shifting
Sanitary Sewer Lift Station Wet Well
The 2026 project also includes the coating of the wet well next to the newer lift station
located near 2580 E. 8th. A new lift station was installed in 2025. The old lift station wet
well became a receiving wet well for the new lift station. The top of the lift station was
removed, and new sections of manhole were installed to a depth of 8’. The entire wet
well has a depth of 21.5’ and circumference of 6’. It is expected that the coating of the
wet well will require an epoxy type or equal coating to address inflow and infiltration.
Specific questions for this wet well can be directed to Clayton Unruh, Superintendent of
Water Reclamation and Reuse at 785-628-7360.
The City of Hays has budgeted $150,000 for the 2026 Manhole Rehabilitation project. It
is the City’s intent to spend up to this amount for this project. The contractor may advise
the city of recommended methods of rehabilitation but will stay under the budgeted
amount. This could reduce the total manholes completed for this project. We are asking
the contractor to make a recommendation of manholes that require additional treatment
beyond a base treatment.
2. Rules of Preparation
The submitted proposals must follow the rules and the format established within this
RFP. Adherence to these rules will ensure a fair and objective analysis of all proposals.
Failure to comply with any portion of this request may result in rejection of a proposal.
3. Inquiries
The Department of Water Resources, City of Hays, has prepared this RFP and has
designated the Director, Jeff Crispin, as project manager. Please direct questions or
comments concerning either the administrative or technical requirements of this RFP to:
