Project Description: NOTICE IS HEREBY GIVEN that Hampden Township will receive sealed bids via the PennBid Program for the construction of the improvements to the existing Aquatics Center Sprayground located in Cumberland County at 5002 Hampden Park Dr, Mechanicsburg, PA 17050.
Bids for all contracts shall be submitted electronically via PennBid, no later than 2:00 PM prevailing time on October 15, 2025 at which time bids will be publicly opened and displayed on PennBid.
The scope of work for this project includes, but is not limited to, renovations to the existing Sprayground. Work includes General and Aquatics construction (Plumbing, Mechanical and Electrical shall be subs to the GC)
All project documents and solicitation details will be available at no cost at www.PennBid.net on or after September 18, 2025. A non-mandatory pre-bid meeting for all contracts will be held on Monday, September 22, 2025 at 1:00 PM at the Hampden Township Admin Building (at 209 S. Sporting Hill Rd. Mechanicsburg, PA 17050). The last date and time for questions regarding the project is October 8, 2025 at 4:00 PM.
Construction will be bid for the following Prime Contracts:
Contract No. 1 – General Construction Contract;
Contract No. 2 – Aquatics Construction Contract.
The Project Architect is MKSD Architects, LLC, 1209 Hausman Road, Suite A, Allentown, PA 18104.
Questions regarding this solicitation shall be submitted via the “Questions” feature within PennBid.
Either a Certified Check or a Bid Bond drawn to the order of Hampden Township in the amount equal to ten percent (10%) of the amount of the bid must be submitted with each bid as security.
The successful bidder for each of the prime contracts shall be required to post prior to award of the contract both payment and performance bonds, each in the amount of 100% of the total bid price.
This project is subject to the Pennsylvania Prevailing Wage Act, approved August 15, 1961, P.L. 987 (Act No. 442), as amended and supplemented, and reference is made to the prevailing minimum wage rates applicable to this project which have been promulgated by the Secretary of Labor and Industry. Bidders shall prepare their bids after giving consideration to the applicability of said Pennsylvania Wage Act to the work involved and all other laws and regulations, state or federal, applicable to such projects.
The Hampden Pool Sprayground Rehabilitation Project is being funded, in part, with grant monies from the Redevelopment Assistance Capital Program (RACP) and all RACP requirements will apply
Hampden Township hereby reserves the right, which is understood and agreed to by all bidders, to refuse any or all bids submitted, and also reserves the right to waive any informality in bids received, but any contract awarded will be to the lowest responsive, responsible bidder.
NONDISCRIMINATION IN EMPLOYMENT
Bidders on this work will be required to comply with the Pennsylvania Human Relations Act No. 222. The requirements for bidders and contractors under these enactments are explained in the project documents.
Except as otherwise provided by law, no bidder may withdraw his bid within sixty (60) consecutive calendar days after the actual date of opening thereof, or one hundred twenty (120) consecutive calendar days if the award is delayed by a required approval of another governmental agency, the sale of bonds or the award of a grant or grants.
