DESCRIPTION:

MD 9 is seeking market research information for an enterprise Commercial Solutions Opening (CSO) in accordance with DFARS 212.70, Defense Commercial Solutions Opening. The goal is to enhance MD 9’s operational capabilities through innovative commercial solutions to acquire innovative commercial products, technologies, or services.

Headquarters is located at Schriever Space Force Base, Colorado, and is the United States Space Force's designated orbital warfare organization. Its core purpose is to guarantee the United States, and its allies have undisputed freedom of action in space. The mission of MD9 is to prepare, present, and project assigned and attached forces for the purpose of conducting protect and defend operations while providing national decision authorities with response options to deter and, when necessary, defeat orbital threats. Additionally, MD9 supports Space Domain Awareness by conducting space-based battlespace characterization operations and conducts on-orbit experimentation and technology demonstrations for the USSF. To achieve this, MD 9 is comprised of specialized units, including space operations squadrons responsible for on-orbit engagements, while also being supported by dedicated cyber, intelligence, and sustainment squadrons that ensure the availability, reliability, security, and effectiveness of its mission systems.

MD9 CSO title was updated to remove reference to "SL-5 EC2-S Ground Systems Sustainment".

The Government has added an Industry Request for Information (RFI) Questionnaire to support market research for the Mission Delta 9 (MD9) Enterprise Commercial Solutions Opening (CSO).

The questionnaire will be used to assess industry interest, enterprise-level capabilities, and the ability of potential industry partners to support future Areas of Interest (AOIs) that may be issued at varying security and access levels.

All interested parties are encouraged to complete the RFI Questionnaire using the link below:

Respondents that have already submitted a capability statement are not required to complete the questionnaire. The information collected will assist the Government in evaluating the breadth of industries' interest and capabilities applicable to the MD9 enterprise acquisition effort.

RFI and/or Sources Sought:

The Government is conducting market research to inform an enterprise acquisition strategy for the Mission Delta 9 (MD9) effort. This effort is intended to support the full MD9 enterprise and is not limited to a single Area of Interest (AOI) or specific requirement. Individual AOIs may involve varying security levels and access requirements based on their respective operational, technical, and acquisition considerations.

At this time, the Government is requesting:

   Review and inputs on the unclassified enterprise Commercial Solutions Opening (CSO)

   
   


2. 
   

   Completion of the Initial Intake RFI Questionnaire; and

   
   


3. 
   

   Submission of an unclassified Capability Statement from all interested organizations.

   
   

Completion of the questionnaire is necessary to obtain sufficient market-research information and assess the number of industry partners capable of responding to various AOIs that may be issued at differing security levels.

The anticipated effort includes support at multiple locations, including Kirtland Air Force Base, New Mexico

This RFI/Sources Sought Information request has been reaccomplished to capture adequate information from Industry. If you have submitted a capability statement already, you are not required to resubmit.
