INTERGOVERNMENTAL/COOPERATIVE USE OF COMPETITIVELY BID PROPOSALS AND CONTRACTS:

In accordance with Arkansas Code Annotated 19-11-249, any State public procurement unit, including any University of Arkansas System campus or unit, may participate in any contract resulting from this solicitation with a participating addendum signed by the contractor and approved by the chief procurement officer of the procurement agency issuing this solicitation.

General Campus Background for University of Arkansas

Founded in 1871 as a land-grant institution, the University of Arkansas, Fayetteville Arkansas (UofA), is the flagship campus of the University of Arkansas System. Our students represent all 50 states and more than 120 countries. The UofA comprises 10 colleges and schools offering an internationally competitive education for undergraduate and graduate students in more than 270 academic programs. The UofA contributes new knowledge, economic development, basic and applied research, and creative activity while also providing service to academic and professional disciplines. As of Fall 2025, student enrollment totaled approximately 34,175. The faculty count totaled 1,490 and the staff count totaled 3,350. The UofA is one of the nation's top public research universities and the state's foremost partner and resource for education and economic development. Its public service activities reach every county in Arkansas, throughout the nation, and around the world. The Carnegie Foundation classifies the UofA among only 3 percent (3%) of universities in America that have the highest level of research activity.

1. INTRODUCTION / DESCRIPTION The University of Arkansas (UA) has implemented Anaplan capabilities supporting Budget Development, In-Year Forecasting, and Commitments Planning. The Central Budget Office team has two FTE dedicated to supporting and overseeing the University's Anaplan adoption. UAF seeks competitive bids from qualified Anaplan service providers for an embedded managed-services and staff-augmentation team that will operate, maintain, optimize, and expand the University's Anaplan environment.

The Contractor will supply named resources at the weekly capacity stated in this IFB. The team will support day-to-day administration and production operations, deliver approved roadmap items, and design and build new Anaplan models, integrations, workflows, reports, and user experiences. Work will be directed and prioritized by UAF through a jointly maintained backlog and delivery plan.

2. OVERVIEW / SCOPE OF WORK

UA is soliciting an all-inclusive managed-services team consisting of one Anaplan Model Builder for forty (40) hours per week, one Anaplan Solution Architect for twenty (20) hours per week, one Project Manager for five (5) hours per week, and executive oversight not to exceed two (2) hours per week. The required capacity is a service commitment, not a guarantee that every role will be used at the same intensity every week. UAF will pay only for authorized hours actually worked at the awarded hourly rates. Any unused availability and standby times are not billable. With prior UAF approval, hours for the same role may be flexed within a calendar month when doing so supports delivery milestones, critical planning cycles, or production needs, provided role qualifications are preserved. Additional hours require prior written UAF approval.

The engagement includes application support, administration, monitoring, defect resolution, performance optimization, documentation, release management, knowledge transfer, budget-cycle support, roadmap execution, and net-new build. The Contractor will work within UAF governance and security requirements and will coordinate with Finance, Information Technology, Human Resources, Institutional Research, Facilities, Sponsored Programs, academic units, and other stakeholders as directed by UAF. Detailed minimum specifications are provided in Attachment A.

UAF expects to achieve the following goals through the selected Contractor:

1. Maintain stable, reliable, and well-documented Anaplan production operations.

2. Provide predictable, dedicated capacity through a qualified named team.

3. Resolve incidents and service requests within defined response and resolution targets.

4. Support annual budget development, in-year forecasting, commitment planning, fiscal-year rollover, and other critical planning cycles.

5. Deliver prioritized roadmap capabilities and net-new Anaplan builds through an iterative, governed delivery process.

6. Improve model performance, usability, scalability, security, and maintainability.

7. Maintain transparent status, capacity, backlog, risk, and financial reporting.

8. Transfer knowledge to UAF personnel and reduce key-person dependency.

9. Provide competitive and auditable pricing for the required staffing configuration.

10.Protect University data and comply with applicable security, privacy, accessibility, and records requirements.

11. Support roadmap planning across financial, enrollment, workforce, grants, capital, facilities, and financial-aid domains.

All bids must meet or exceed minimum specifications and will be evaluated based solely on price and/or discount as specified on the Official Bid Price Sheet. If the UAF chooses to invoke a "Best and Final Offer" option, all responses will be re-evaluated by incorporating the information as requested in the official "Best and Final Offer" document, including costs and answers to specific questions presented in the document. The specific format for the official "Best and Final Offer" request will be determined during evaluation discussions. The official request for a "Best and Final Offer" will be issued by the UAF Procurement Department.

8. CONTRACT TERM AND TERMINATION

The term ("Term") of any resulting Contract will begin upon date of Contract award. If mutually agreed upon in writing by the Contractor and UAF, the term shall be for an initial period of one (1) year, with an option to renew up to six (6) additional one-year periods, for a maximum total contract term of seven (7) years (or 84 months). The University of Arkansas may terminate this Agreement without cause, at any time during the Term (including any renewal periods), by giving the other party thirty (30) days advance written notice of termination. Additionally, in the event of non-appropriation of funds necessary to fulfill the terms and conditions of this Agreement during any period of the Term (including any renewal periods), the parties agree that this Agreement shall automatically terminate without notice.

If at the end of the thirty (30) day period the performance is still deemed unsatisfactory, the contract shall be cancelled by UAF, Office of Business Affairs. Additionally, the contract may be terminated, without penalty, by UAF without cause by giving thirty (30) days written notice of such termination to contractor.

UAF's sole obligation hereunder is to pay contractor for services ordered and received prior to the date of termination.

The terms, conditions, representations, and warranties contained in the contract shall survive the termination of the Contract.

9. RESPONDENT'S RESPONSIBILITY TO READ IFB

It is the respondent's responsibility to thoroughly examine and read the entire IFB document, including any and all appendices. Failure of respondents to fully acquaint themselves with existing conditions or the amount of goods or work involved will not be a basis for requesting extra compensation after the award of a contract. This engagement is separate from any other engagement bidder may be currently pursuing with the University of Arkansas. Interpretation of the University of Arkansas is final.

Bids not fully compliant with all sections of the IFB may be deemed non-responsive and may not be evaluated. However, UAF reserves the right to waive any formality or irregularity in any bid if deemed to be in the best interest of UAF. In addition, UAF reserves the right to reject any or all bids.

Contractor will be notified of such non-allocation at the earliest possible time. No penalty shall accrue in the event this section is exercised. When procuring a technology product or when soliciting the development of such a product, the State of Arkansas is required to comply with the provisions of Arkansas Code Annotated 2526201 et seq., as amended by Act 308 of 2013, which expresses the policy of the State to provide individuals who are blind or visually impaired with access to information technology purchased in whole or in part with state funds. Contractor expressly acknowledges and agrees that state funds may not be expended in connection with the purchase of information technology unless that system meets the statutory requirements found in 36 C.F.R. 1194.21, as it existed on January 1, 2019 (software applications and operating systems) and 36 C.F.R. 1194.22, as it existed on January 1, 2019 (webbased intranet and internet information and applications), in accordance with the State of Arkansas technology policy standards relating to accessibility by persons with visual impairments.

ACCORDINGLY, CONTRACTOR SHALL EXPRESSLY REPRESENT AND WARRANT to the State of Arkansas through the procurement process by submission of a Voluntary Product Accessibility Template ("VPAT") or similar documentation to demonstrate compliance with 36 C.F.R. 1194.21, as it existed on January 1, 2019 (software applications and operating systems) and 36 C.F.R. 1194.22, as it existed on January 1, 2019 (webbased intranet and internet information and applications) that the technology provided to the State for purchase is capable, either by virtue of features included within the technology, or because it is readily adaptable by use with other technology, of:

Providing, to the extent required by Arkansas Code Annotated 2526201 et seq., as amended by Act 308 of 2013, equivalent access for effective use by both visual and nonvisual means;

Presenting information, including prompts used for interactive communications, in formats intended for nonvisual use;

After being made accessible, integrating into networks for obtaining, retrieving, and disseminating information used by individuals who are not blind or visually impaired;

Providing effective, interactive control and use of the technology, including without limitation the operating system, software applications, and format of the data presented is readily achievable by nonvisual means;

Being compatible with information technology used by other individuals with whom the blind or visually impaired individuals interact;

Integrating into networks used to share communications among employees, program participants, and the public; and

Providing the capability of equivalent access by nonvisual means to telecommunications or other interconnected network services used by persons who are not blind or visually impaired.

If the information technology product or system being offered does not completely meet these standards, the Respondent must provide an explanation within the VPAT detailing the deviation from these standards.

State agencies cannot claim a product as a whole is not reasonably available because no product in the marketplace meets all the standards. If products are reasonably available that meet some but not all of the standards, the agency must procure the product that best meets the standards or provide written documentation supporting selection of a different product, including any required reasonable accommodations.

For purposes of this section, the phrase "equivalent access" means a substantially similar ability to communicate with, or make use of, the technology, either directly, by features incorporated within the technology, or by other reasonable means such as assistive devices or services which would constitute reasonable accommodations under the Americans with Disabilities Act or similar state and federal laws. Examples of methods by which equivalent access may be provided include, but are not limited to, keyboard alternatives to mouse commands or other means of navigating graphical displays, and customizable display appearance. As provided in Arkansas Code Annotated 25-26-201 et seq., as amended by Act 308 of 2013, if equivalent access is not reasonably available, then individuals who are blind or visually impaired shall be provided a reasonable accommodation as defined in 42 U.S.C. 12111(9), as it existed on January 1, 2019.

If the information manipulated or presented by the product is inherently visual in nature, so that its meaning cannot be conveyed non-visually, these specifications do not prohibit the purchase or use of an information technology product that does not meet these standards.

29. TIME IS OF THE ESSENCE

Respondent and UAF agree that time is of the essence in all respects concerning this IFB and any Contract and performance therein.

30. PERMITS/LICENSES AND COMPLIANCE

Contractor covenants and agrees that it shall, at its sole expense, procure and keep in effect all necessary permits and licenses required for its performance of obligations under this IFB, and shall post or display in a prominent place such permits and/or notices as required by law. Contractor is responsible for compliance with all applicable laws and regulations, including but not limited to, OSHA requirements as well as any Fair Labor Standards Act requirements pertaining to compensation of Contractors employees or subcontractor (if any) working on the project; further, upon request, Contractor shall provide copies of all such permits or licenses to UAF.

The successful Respondent or Contractor shall indemnify, defend, and hold harmless University, its trustees, officers, directors, employees, agents and volunteers from and against any and all losses, costs, expenses, damages, and liabilities resulting from or relating to: (a) any breach by Contractor or Contractor's members, officers, employees, subcontractors, vendors, and agents of any representation, warranty, or other provision of this IFB, any resulting Contract or any document delivered by Contractor in connection with the products and services contemplated by this IFB; (b) any damage to property or bodily injury, including, but not limited to illness, paralyzation, dismemberment and death, arising from or relating to any products or services provided by the Contractor or uses of the UAF campus by Contractor, its officers, employees, agents, volunteers, customers, subcontractors or guests under this IFB or any resulting Contract, or any other activities conducted on the UAF campus (whether such activity is authorized or unauthorized by UAF); (c) any use of or damage to UAF property and any defect in any building and improvement thereon, including, but not limited to, any damage to any parking lots arising from or relating to any permitted uses under this IFB or any resulting Contract; (d) any act or omission of Contractor or any of its officers, agents, employees, invitees, or subcontractor's employees and invitees; and (e) any violation by Contractor of any applicable NCAA or SEC rules or regulations or state, federal or local laws.

The obligation to indemnify UAF shall include, but shall not be limited to, the obligation to pay any and all losses, costs, expenses, attorneys' fees, damages, and liabilities incurred, as well as any attorneys' fees and court costs (including, but not limited to, any appellate or appellate-related proceedings). At no cost or expense to UAF, UAF's in-house counsel may participate in any proceedings. The indemnification obligations under this IFB or any resulting Contract shall survive the expiration or termination of such IFB or resulting Contract.

The successful Respondent or Contractor shall purchase and maintain at Contractor's expense, the following minimum insurance coverage for the period of any Contract. Certificates evidencing the effective dates and amounts of such insurance must be provided to UAF:

Workers Compensation: As required by the State of Arkansas. Additionally, the Contractor shall maintain Employer's Liability Insurance with a policy limit of not less than $100,000 each accident, $500,000 disease, and $100,000 disease each employee.

Comprehensive General Liability, with no less than $1,000,000 each occurrence/$2,000,000 aggregate for bodily injury, products liability, contractual liability, and property damage liability.

Comprehensive Automobile Liability, with no less than combined coverage for bodily injury and property damage of $1,000,000 each occurrence.

Policies shall be issued by an insurance company authorized to do business in the State of Arkansas and shall provide that policy may not be canceled except upon thirty (30) days prior written notice to UAF. Any policy shall cover any vehicle being used in the management, operation, or delivery deriving from Contractor's operations on UAF's campus. Contractor shall also be responsible for payment of workers' compensation insurance for all Contractor's employees as required by the State of Arkansas.

Contractor shall furnish UAF with a certificate(s) of insurance effecting coverage required herein. Failure to file certificates or acceptance by UAF of certificates which do not indicate the specific required coverages shall in no way relieve the Contractor from any liability under the Contract, nor shall the insurance requirements be construed to conflict with the obligations of Contractor concerning indemnification. The Contractor will be accountable for ongoing operations and support as well as delivery of approved enhancements, roadmap items, and net-new builds within the purchased capacity. The delivery model is managed services/staff augmentation.

A.1.1 Current Environment and Engagement Purpose

UA has production Anaplan capabilities supporting Budget Development, In-Year Forecasting, and Commitment Planning. The selected Contractor will receive knowledge transfer from UAF, stabilize and document the current environment, provide continuous operational support, and deliver additional capabilities prioritized by UA.

A.1.2 Required Team and Capacity

The Respondent shall commit the following named or specifically identified roles. Unless UAF approves otherwise in writing, resources shall be available during normal UAF business hours in the Central Time Zone, be located in the United States, and shall participate in scheduled meetings and critical-cycle coverage. Rates submitted shall be for domestic resources.

* The stated hours are minimum committed weekly capacity, except Executive Oversight, which is capped at two (2) hours per week. Vacation, illness, turnover, competing client obligations, and internal Contractor meetings shall not reduce the committed capacity.

* The Contractor shall provide qualified backup coverage and obtain UAF approval before replacing key personnel. Replacements must meet or exceed the stated qualifications and be transitioned at no additional cost to UAF.

* Role hours may not be shifted to another labor category without prior written approval. Administrative account management and internal Contractor oversight are not separately billable.

A.1.3 Managed Services Scope

* Provide support for UAF administrators, model builders, process owners, and designated end users; diagnose and resolve application, model, calculation, workflow, security, reporting, data-quality, and performance issues.

* Administer models, modules, lists, hierarchies, versions, time ranges, UX pages, actions, processes, formulas, roles, selective access, and related configuration.

* Monitor and remediate scheduled imports, exports, integrations, automated actions, and production processes; validate data exchanged with ERP, HCM, payroll, student, data-warehouse, business-intelligence, and other approved systems in conjunction with the University of Arkansas System Office.

* Perform model-health reviews; address technical debt; and improve model size, calculation efficiency, usability, scalability, and maintainability.

* Support user provisioning, periodic access reviews, segregation of duties, audit requests, and security documentation using UAF-approved accounts, repositories, tools, and environments.

* Provide readiness, heightened monitoring, issue resolution, and closeout support for annual budget, forecast, fiscal-year rollover, board, and other UAF-designated critical cycles.

A.1.4 Roadmap Delivery and Net-New Build

Roadmap execution and net-new build are expressly in scope. Using the purchased team capacity, the Contractor shall perform discovery, requirements definition, solution design, configuration and development, testing, deployment, documentation, training, and post-release support for work authorized through the UAF backlog. Potential work includes, but is not limited to:

* Multi-year integrated financial planning, including income statement, balance sheet, cash flow, scenario comparison, sensitivity analysis, and executive reporting.

* Enrollment and tuition planning, including population forecasting, retention, yield, enrollment growth, tuition and fee strategies, dashboards, and scenario analysis.

* Revenue and resource allocation, contribution margin, and academic planning across colleges, schools, departments, programs, and organizational hierarchies.

* Position budgeting and workforce planning, including vacancy tracking, new-position requests, compensation planning, organizational scenarios, and workforce reporting.

* Capital, facilities, and deferred-maintenance planning, including requests, approvals, prioritization, lifecycle costs, funding analysis, and long-range forecasts.

UAF will determine roadmap priorities, sequence, and timing based on value, readiness, dependencies, and available capacity. For each approved item, the Contractor shall document requirements, acceptance criteria, estimates, assumptions, risks, dependencies, design, test results, deployment and rollback approach, documentation updates, and knowledge transfer.

A.1.5 Delivery, Governance, and Acceptance

* Operational services will be accepted through monthly service review and verification of required capacity, deliverables, and service performance. Roadmap, enhancement, and net-new work will be accepted when documented acceptance criteria are met and UAF provides written acceptance or authorizes production release.

A.2 Mandatory Minimum Qualifications - Pass/Fail

Respondents must meet each qualification below as of the bid submission deadline. Each requirement will be evaluated on a pass/fail basis using the supporting documentation submitted with the bid. Respondents shall identify the documentation supporting each numbered requirement. A statement of compliance alone does not satisfy a requirement for supporting documentation.

A.2.1 Organizational Anaplan Experience

The Respondent shall have at least three (3) years of organizational experience providing Anaplan implementation, enhancement, or production-support services.

Required evidence: A company profile or project history identifying the service periods, customers or customer types, and Anaplan services performed. Response shall be limited to three (3) pages.

A.2.2 Comparable Managed-Services Engagements

The Respondent shall have completed or currently perform at least three (3) Anaplan engagements within the preceding five (5) years that include ongoing production support plus delivery of enhancements, roadmap items, or new capabilities. At least one qualifying engagement shall involve financial planning, budgeting, forecasting, or workforce planning.

Required evidence: Project summaries identifying the customer, dates, duration, Anaplan functions supported, staffing model, production-support responsibilities, roadmap or new-build work delivered, and Respondent role. A.2.3 Named Anaplan Model Builder

The proposed Model Builder shall hold a current Anaplan Certified Model Builder credential, have at least three (3) years of hands-on Anaplan model-building experience, and be committed for forty (40) hours per week. During critical coverage cycles or when parallel net-new build workstreams are deemed appropriate, UAF may request a second model builder on a short-term basis, not to exceed 624 hours annually. The Additional Model Builder hourly rate shall equal the primary Model Builder hourly rate. Additional personnel must meet the role's minimum qualifications and receive prior written UAF approval. These 624 short-term hours are optional and are not guaranteed; UAF will pay only for authorized hours actually worked, subject to available funding and approved contract limits.

Required evidence: Resume, certification verification, work location, and written confirmation of weekly availability and commitment for the primary model builder role only. Include Higher Education experience on Anaplan engagements at current or past firms. Resume provided shall not exceed two (2) pages.

A.2.4 Named Anaplan Solution Architect

The proposed Solution Architect shall hold a current Anaplan Certified Solution Architect credential, have at least five (5) years of Anaplan delivery experience, and be committed for twenty (20) hours per week. Experience shall include enterprise solution design, architecture, performance optimization, Workday integrations, and design assurance for production models.

Required evidence: Resume, certification verification, relevant project descriptions, work location, and written confirmation of weekly availability and commitment. Include Higher Education experience on Anaplan engagements at current or past firms. Resume provided shall not exceed two (2) pages.

A.2.5 Named Project Manager

The proposed Project Manager shall have at least five (5) years of experience managing enterprise technology or enterprise performance management initiatives and be committed for five (5) hours per week. Experience shall include iterative delivery, backlog and dependency management, risk and issue management, status reporting, and acceptance tracking. Project management shall not exceed five (5) hours per week and shall be billed only for actual documented time. The proposed named Solution Architect could also perform these project management functions provided they meet the above requirements, increasing their weekly commitment to twenty-five (25) hours a week. If using the Solution Architect for project management functions, duplicate the Solution Architect rate on the Project Manager line of the Official Bid Price Sheet.

Required evidence: Resume and written confirmation of role, relevant experience, and weekly availability and commitment. Include Higher Education experience on Anaplan engagements at current or past firms. Resume provided shall not exceed (2) pages.

A.2.6 Named Executive Oversight

The Respondent shall identify an executive accountable for service governance, relationship oversight, escalation, and quarterly roadmap review. Executive Oversight shall not exceed two (2) hours per week and shall be billed only for actual documented time. Provide the anticipated weekly use of the executive sponsor and any related pricing assumptions. If executive oversight is included at no additional charge, enter $0 per hour on the Official Bid Price Sheet.

Required evidence: Executive biography or resume and written confirmation of role, availability, and acceptance of the weekly cap. Include experience working at Higher Education institutions and experience on Anaplan engagements at current or past firm. Resume provided shall not exceed two (2) pages.

A.2.7 Demonstrated Technical Capability

The proposed team, collectively, shall demonstrate hands-on experience in each of the following areas: production support and administration; model and UX development; data integration and reconciliation; application lifecycle and release management; roles, selective access, and security administration; model-health assessment and performance optimization; testing and acceptance support; and technical and user documentation.

Required evidence: A cross-reference to proposed personnel resume and project summaries showing where and when each capability was performed, not to exceed three (3) pages.

A.2.8 Finance and Administration Planning and Workday Integration Experience

The Respondent or proposed team shall have delivered production Anaplan capabilities in at least two (2) of the following areas: annual budgeting, in-year forecasting, long-range or integrated financial planning, workforce or position planning, enrollment or tuition planning, resource allocation or contribution margin, grants planning, capital planning, or financial-aid optimization. At least one qualifying area shall be annual budgeting, in-year forecasting, or workforce or position planning.

In addition, the Respondent or proposed team shall have successfully designed, developed, deployed, or materially supported production integrations between Anaplan and both Workday Financial Management and Workday Human Capital Management within the preceding five (5) years. This experience may have been obtained through one or multiple engagements and must include hands-on responsibility for integration architecture, data mapping, development or configuration, testing, deployment, monitoring, or production support. Experience limited to general advisory services does not satisfy this requirement.

Required evidence: Submit project summaries that collectively demonstrate compliance with all requirements above. Each summary shall identify the customer or customer type; project dates; planning processes and production capabilities delivered; Workday products and data domains involved, if applicable; integration direction, frequency, and method; production deployment or support status; and the roles and responsibilities of the Respondent and proposed personnel.

At least one submitted summary shall specifically address the required Workday Financial Management and Workday Human Capital Management integration experience. If the experience was obtained through multiple engagements, the Respondent may describe those engagements within the same submitted use case. The Respondent shall cross-reference the resume of proposed personnel who performed the qualifying work and provide a reference or other documentation sufficient to verify at least one qualifying engagement.

Each project summary shall be limited to one (1) page. Respondents may submit no more than four (4) use cases in response to this requirement. Higher-education experience may be identified but is not required to pass this qualification.

A.2.9 Personnel Commitment and Continuity

Proposed personnel are subject to UAF confirmation and approval before services begin. Approved personnel must meet the applicable minimum qualifications. Any subsequent replacement requires prior UAF approval.

Required evidence: A staffing roster listing each individual's name, role, employment status, work location, weekly commitment, and confirmation of availability.

A.2.10 References

The Respondent shall provide three (3) references for comparable Anaplan managed-services, staff-augmentation, implementation, or roadmap-delivery engagements. At least one reference shall demonstrate ongoing managed services or production support, and at least one shall demonstrate financial-planning work; one reference may satisfy both conditions. The University reserves the right to contact submitted references, consider its own experience with the bidder, and conduct reasonable inquiries necessary to determine bidder responsibility, including requests for clarification or additional information regarding qualifications, experience, past performance, and ability to perform the required services.

Required evidence: For each reference, provide the organization name, contact name and title, telephone number, email address, project description, service dates, and current status. Failure to provide the stated number of required references and information will result in rejection of the bid as nonresponsive.

A.2.11 Authorized Anaplan Partner

The Respondent shall be a current authorized Anaplan partner in good standing as of the bid submission deadline and shall maintain that status throughout the resulting Contract.

Required evidence: Documentation issued by Anaplan confirming the Respondent's current partner status or identification of the Respondent in Anaplan's current partner directory. A self-certification without independent verification does not satisfy this requirement.

A.2.12 Contract Performance History Disclosures

The Respondent shall disclose material contract-performance issues occurring within the preceding five (5) years, including contracts terminated for cause or default, formal cure notices, assessments of liquidated damages, unresolved performance claims, debarment or suspension actions, and litigation or administrative proceedings related to the Respondent's performance of contracts involving Anaplan services.

Required evidence: A signed disclosure identifying each applicable matter; the customer or contracting entity; contract scope; relevant dates; nature of the issue; current status or resolution; and corrective actions taken. If no reportable matters exist, the Respondent shall submit a signed statement affirmatively stating that none exist. A disclosed matter will not automatically result in failure; however, failure to disclose a material matter or submission of materially inaccurate information will fail this requirement and may result in rejection of the bid.

A.2.13 Security and Delivery Compliance

The Respondent shall be able to perform services using UAF-approved accounts, access methods, repositories, collaboration tools, and environments; apply least-privilege access and multi-factor authentication where available; protect UA data; and comply with applicable FERPA, privacy, records, security, accessibility, and University requirements. Offshore access to UAF systems or data is prohibited unless UAF expressly approves it in writing.

Required evidence: A signed attestation of compliance identifying the proposed delivery locations and any requested exception. An unapproved exception will fail this qualification.
