On behalf of the project Owner (City of Osborne, 128 N 1st Street, Osborne, KS 67473), sealed bids shall be received via email to Brad Waller at bwaller@benesch.com until 2:00 p.m. local time, on Wednesday May 27, 2026, and then publicly opened and read aloud, for furnishing all labor, materials and equipment, and performing all work necessary for completing the Rehabilitate Runway 2/20 Project.
If files are too large to send via email, a drop box, ftp site, or other similar link will be acceptable. It is the responsibility of the Contractor to follow up with Mr. Waller to ensure that the bid was received on time prior to the deadline. At the Contractor’s discretion, the files may be encrypted or password protected, as long as the password to open the bid is provided to Brad Waller at the bid opening. If the Contractor would prefer to mail or hand deliver the documents, please contact Brad Waller to coordinate the submittal package.
Once a bid is received, the Contractor will be provided a video conference login where bids will be publicly opened and read aloud. The video conference will begin at 2:00 p.m. local time, on Wednesday May 27, 2026 with bids being read aloud as soon as all login passwords are received.
In general, the improvements on which bids are requested will require the following major construction items:
• Site Preparation/Mobilization And Temporary Airport Safety Measures
• Grade Control Milling Of Existing Asphalt Pavement (~0.5-Inch Variable Depth)
• Crack Repair ≤ 1.5”, Crack Repair > 1.5” (As Needed)
• Construction Of New Asphalt Pavement (1.5” Depth) or Construction of Thermoplastic Coal Tar Emulsion Micro-Surface Type B
• Temporary And Permanent Airfield Pavement Marking
• Earthwork Topsoil, Seeding, And Mulching

A complete set of bid documents can be seen or purchased for a non-refundable fee on-line at www.drexeltech.com in their eDistribution plan room. Information regarding this project can be found in the “Public Jobs” link on the www.drexeltech.com website. Additional Assistance is available at distribution@drexeltech.com . Contractors desiring paper copies of the contract documents may also obtain a set of such documents from Drexel Technologies: 10840 West 86th Street – Lenexa, KS 66214 or at (913) 371-4430. Bid documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified or cashier’s checks shall be made payable to Drexel Technologies, Inc.
No pre-bid meeting will be held in conjunction with this project.
Contractors shall coordinate with Barry Curry (Airport Manager) 785-476-5270, for site visit opportunities. The Owner reserves the right, at the time of the site visit, to reject requests to inspect specific areas of the airfield, if it is not conducive to airport operations at the time. All bidders are encouraged to examine the site to become familiar with all site conditions.
Prequalification: Contractor’s bidding does not need to be pre-qualified but shall be qualified to do the work.
Each proposal must be accompanied by a bid guaranty (per 49 CFR Part 18.36(h)(1)) in the amount of not less than five (5) percent of the total amount of the bid. The bid guaranty may be by certified check on a solvent bank or bid bond made payable to the City of Osborne, of Osborne, KS.
All proposals submitted in accordance with the instructions presented herein will be subject to evaluation. Bids may be held by the City of Osborne, of Osborne, KS, for a period not to exceed ninety (90) calendar days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
Award of contract will be based on the lowest aggregate sum proposal (either the option of the sum of the base bid and add alternate No. 1 or the sum of the base bid and add alternate no. 2 that is in the Owner’s best interest based on available KDOT Aviation Funding) submitted from those bidders that are confirmed as being responsive and responsible. The right is reserved, by the Owner, to reject any and all bids and to waive any or all irregularities, technicalities, informality or any information in the bids received. Contractors are NOT required to complete both add alternates, but is required to complete the base bid and at least one add alternate.
The successful bidder will be required to furnish separate performance and payment bonds, each in an amount equal to 100% of the contract.
Civil Rights – Title VI Solicitation Notice:
As a condition of a grant award, the Sponsor shall demonstrate that it complies with the provisions of Title VI of the Civil Rights Act of 1964 (42 U.S.C. §§ 2000d et seq) and implementing regulations (49 CFR part 21) including amendments thereto, the Airport and Airway Improvement Act of 1982 (49 U.S.C. § 47123), the Age Discrimination Act of 1975 (42 U.S.C. 6101 et seq.), Section 504 of the Rehabilitation Act of 1973 (29 U.S.C. § 794 et seq.), the Americans with Disabilities Act of 1990 (42 U.S.C. § 12101, et seq.), U.S. Department of Transportation and Federal Aviation Administration (FAA) Assurances, and other relevant civil rights statutes, regulations, or authorities, including any amendments or updates thereto. This may include, as applicable, providing a current Title VI Program Plan to the FAA for approval, in the format and according to the timeline required by the FAA, and other information about the communities that will be benefited and impacted by the project. A completed FAA Title VI Pre-Grant Award Checklist is required for every grant application, unless excused by the FAA. The Sponsor shall affirmatively ensure that when carrying out any project supported by this grant that it complies with all federal nondiscrimination and civil rights laws based on race, color, national origin, sex, creed, age, disability, genetic information, in consideration for federal financial assistance. The Department’s and FAA’s Office of Civil Rights may provide resources and technical assistance to recipients to ensure full and sustainable compliance with Federal civil rights requirements. Failure to comply with civil rights requirements will be considered a violation of the agreement or contract and be subject to any enforcement action as authorized by law.
