Project Overview
The City of Rock Island is soliciting bids for the retrofit of a fire sprinkler system at the SAL
Building, located at 1609 4th Street, Rock Island, IL. The objective of this project is to install a
functional fire suppression system to support the building’s current use, with a focus on
necessary code compliance and safety. This project will be prevailing wage with certified
payroll.

Bid due Date: August 19, 2026 by 2 p.m. City Hall 1528 Third Avenue Rock Island, IL. Second
floor.
Scope of Work
The successful bidder will be responsible for the design, permitting, and installation of a wet
pipe sprinkler system. The scope includes, but is not limited to:
System Design: Installation of a Two (2) Zone Wet Pipe Sprinkler System per NFPA-13
guidelines and local city code.
Water Supply: Installation/replacement of the backflow preventer with a new RPZ as required by
the local water authority.
System Infrastructure
Provision of a new 4-inch fire sprinkler riser through the stairwell, feeding the 1st and 2nd floors.
Separate zone control for each floor.
Installation of a light hazard "shell" type system throughout.
Water Supply Data
Hydraulic calculations are based on the following flow test data (07-17-26):
Static Pressure: 65 PSI, Residual Pressure: 25 PSI, Flow: 615 GPM
Requirements & Stipulations
Expediency: This project is time-sensitive. Please provide a clear timeline for completion.
Cost Efficiency: The City of Rock Island is looking for a "barebones" approach—only what is
necessary to meet code requirements, as a full building rehabilitation is anticipated for 2027.
Exclusions: All electrical work (alarms and lighting), removal of combustibles above ceilings,
and patching/finishing of non-sprinkler related surfaces are the responsibility of the successful
bidder as specified in the full contract requirements.
Compliance: All work must meet the minimum requirements of NFPA-13 and local ordinances.
Stamped drawings (NICET LVL III/IV minimum) are required.
Evaluation Criteria
Proposals will be evaluated based on the following metrics:
Total cost and value.
Proposed timeline and minimal disruption to the facility.
Completeness of the submission.

Please submit your lump-sum proposal, including a detailed breakdown of costs and a project
timeline, to the attention of Jeff Laxton, Construction Officer, City of Rock Island. Sealed bids
must be received on or before August 19, 2026 by 2p.m. 1528 Third Avenue Rock Island, IL.
