Sealed competitive bid; cooperative contract pricing may also be identified as an alternate

IMPORTANT: This RFB is written to allow fair competition among comparable current-production rollers.

Brand/model references are examples of the intended class and are not exclusive specifications.

1. Purpose and Intent

The City of Winooski is soliciting sealed bids for one new, current-production tandem vibratory asphalt roller to

replace its 2005 Wacker RD11A. The City intends to purchase a larger and more productive machine while retaining

the maneuverability required for municipal street repair, utility trench restoration, patches, parking lots, shoulders,

and miscellaneous asphalt work.

The City is primarily targeting the 47- to 52-inch drum-width class. Representative machines include, but are not

limited to, Caterpillar CB2.9, HAMM HD 12 VV/VO, BOMAG BW 120 AD-5, Dynapac CC1200 VI, Wacker Neuson

RD28-120/RD28-120o, or approved equal.

2. Bidder Instructions

1. Bids shall be submitted in a sealed envelope clearly marked "Tandem Asphalt Roller" and delivered to City of

Winooski, 27 West Allen Street, Winooski, VT 05404, no later than the bid deadline stated on the cover page.

2. Bidders shall complete the attached Bid Form and provide all requested manufacturer literature, warranty

information, delivery schedule, and option pricing.

3. All pricing shall be firm for at least 60 calendar days following bid opening unless a longer period is stated by the

bidder.

4. Pricing shall include freight, delivery, setup, pre-delivery inspection, and operator orientation unless specifically

identified as a separate line item.

5. The City is tax exempt. Municipal purchasing terms are Net 30 unless otherwise agreed in writing.

6. Bidders may identify Sourcewell, state contract, or other competitively solicited cooperative purchasing pricing as

an alternate. Any such proposal shall identify the contract name/number and clearly show the City's net price.

7. The City reserves the right to reject any or all bids, waive minor informalities, request clarification, and select the

bid determined to be in the best interest of the City, considering price, compliance, service support, warranty,

delivery, and lifecycle value.

8. A product demonstration is strongly preferred and may be requested prior to award. The City prefers to evaluate

the proposed machine under municipal paving/patching conditions if practical.

bidder shall state maximum offset.

Water System

Pressurized, filtered spray system; minimum

approximately 45-gallon capacity preferred;

adjustable/intermittent spray; easy clean-out

and draining.

Scrapers

Spring-loaded or equivalent scrapers on both

drums, front and rear as applicable.

ROPS

Folding ROPS preferred. Seat belt required.

Operator Station

Adjustable/suspension seat, excellent visibility

to drum edges, operator-presence safety

system, ergonomic controls.

Lighting/Safety

Road/work lights, amber warning beacon,

backup alarm, horn, reflectors, and applicable

safety interlocks.

Security

Battery disconnect and lockable/vandal-

resistant compartments preferred.

Cold Weather

Water-system draining and freeze-protection

provisions suitable for Vermont storage and

seasonal operation.

Transport

Clearly identified lifting points and tie-down

points suitable for transport.

Serviceability

Ground-level/easy-access routine service

points; readily available filters and normal

maintenance components.

Telematics

Optional. Bidder shall price separately if

available.

Compaction Monitoring

Optional/preferred. Price separately if

available, including asphalt temperature

indication where offered.

4. Required Performance Data

To permit an apples-to-apples comparison, each bidder shall provide the following manufacturer data for the exact

proposed configuration:

5. Options and Alternates

The City requests separate option pricing, where available, so that features may be selected at award without

distorting the base machine comparison.

6. Warranty, Parts, and Service Support

 Bidder shall state the full standard warranty, including months/years and hour limitations.

 Bidder shall identify the authorized servicing dealer location that will support the machine.

 Bidder shall state normal mobile-service response time to Winooski, Vermont.

 Bidder shall state whether warranty repairs can be performed at the City DPW facility when practical.

 Bidder shall describe parts availability, normal stocking practices, and emergency/overnight parts capability.

 Bidder shall identify any travel, mileage, environmental, pickup/delivery, or diagnostic charges not covered by

warranty.

 Bidder shall state the warranty commencement date and whether warranty begins at delivery, acceptance, first

use, or another defined event.

 Bidder shall identify recommended winter storage procedures for the water/spray system and any warranty

implications of seasonal storage.

7. Delivery, Setup, and Training

 Delivery shall be made to City of Winooski Public Works, 200 Gilbrook Road, Winooski, VT 05404.

 Bidder shall state the guaranteed or estimated delivery time after receipt of purchase order.

 Machine shall be delivered fully assembled, serviced, fueled as appropriate, and ready for operation.

 At delivery, the successful bidder shall provide operator familiarization covering controls, vibration settings, water

system, daily inspection, transport/tie-down, and winterization.

 All operator manuals, maintenance manuals, warranty documents, and electronic service information normally

furnished with the machine shall be provided.

8. Demonstration and Evaluation

The City may require a demonstration of the proposed model or a substantially identical machine. Evaluation may

include visibility, curb/edge work, maneuverability, vibration control, braking, water-system operation, operator

ergonomics, loading/transport considerations, noise, service access, and overall suitability for municipal patching and

paving work.

9. Trade-In - 2005 Wacker RD11A

Bidders are requested to provide a separate trade-in allowance for the City's existing 2005 Wacker RD11A tandem

asphalt roller. The trade-in value shall be shown separately from the new-machine price so the City may accept or

decline the trade-in without affecting the base award.

 Trade-in is offered in its present condition, AS IS, WHERE IS, with no warranties expressed or implied.

 Bidders are encouraged to inspect the trade-in prior to submitting an allowance. Inspection may be arranged

through the City contacts listed on the cover.

 The successful bidder, if trade-in is accepted, shall be responsible for removal of the trade-in at a mutually

agreed time after the replacement roller is delivered and accepted.

 The City reserves the right to retain, auction, or otherwise dispose of the existing roller if that is determined to

provide better value.

10. Basis of Award

Award will not necessarily be made to the lowest initial bidder. The City intends to select the proposal offering the

best overall value and most suitable municipal machine. Evaluation may include:

 Compliance with technical requirements

 Net purchase price and option pricing

 Trade-in allowance, if accepted

 Local dealer/service capability and response time

 Warranty coverage

 Parts availability and anticipated lifecycle support

 Delivery schedule

 Operator demonstration and staff feedback

 Compaction performance and machine versatility

 Cooperative-purchasing pricing, where applicable

 Past performance/references if requested

11. Bid Submittal Checklist
