This is a combined synopsis/solicitation for commercial services prepared in accordance with part 12 of Federal Acquisition Regulation (FAR). This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. This Solicitation is issued as a Request for Quote (RFQ), and the solicitation number is 36C24426Q0969.
This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01 effective 13 March 2026, and the Veterans Affairs Acquisition Regulations (VAAR). This acquisition is set aside for Service Disable Veteran Owned Small Business (SDVOSB)concerns. The Government reserves the right to make a single award, multiple awards, no awards as a result of this solicitation. The Government may determine that it is in its best interest to make awards to more than one quoter. The NAICS code is 541380 Testing Laboratories and Services and the Product Service Code (PSC) is H365 Inspection Medical, Dental, and Veterinary Equipment and Supplies. The business size standard is $19 Million. This solicitation incorporates provisions and clauses by reference. Solicitation number 36C24426Q0969 is issued with the possibility of an Indefinite Delivery/Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for Radiation Safety Officer and Physicist duties at Pittsburgh, Erie, Butler, Coatesville, Wilkes Barre, Altoona, Wilmington, Philadelphia, and Lebanon VA Medical Centers. Typical task orders under this contract will range from $1,500.00 to $250,000.00 with a maximum task order limit of $350,000.00. The duration of this MATOC shall be five (5) years, unless the $6,000,000.00 ceiling is met before. If a contractor is not awarded a task order of at least $1,500.00 during the terms of the contract, the contractor will be paid the guaranteed minimum amount of $1,500.00, at the end of the contract.
The Seed Service Task Order may be awarded to one contractor who is awarded one of the MATOC contracts:
Project 460-27-1-132-0001, Wilmington Radiation Safety Officer/Physicists Services.
Complete instructions for submitting a response to this solicitation and applicable provisions and clauses are found in 36C24426Q0969. All quoters are advised to pay careful attention to the quote submission instructions as there are very specific instructions as what is required to be provided. Quoters will be evaluated based on their quoted response to the seed task order for radiation safety officer and radiation physicist services at the Wilmington VAMC. This seed project serves as a representative sample task and will be used to assess each quoter's technical capability, staffing approach, and understanding of the requirements applicable to the overall MATOC scope. Award of the MATOC will be based on this evaluation, with the seed project not guaranteed as an awarded task order.
The period of performance (POP) is estimated to be 11/15/2026 11/14/2031. Should issuance of the IDIQ occur on a different date, the performance period will be adjusted accordingly.
Any award resulting from this solicitation will be issued on a Standard Form 1449.
