The City of Morro Bay (“City”) is seeking qualified firms, consultants, or individuals (“Consultant”) to submit
written proposals for construction management and inspection services for the 2026 Pavement Rehabilitation
Project. Interested consultants shall provide a proposal in accordance with this RFP displaying qualifications
for the following requested services. Billing rates for all staff, testing, and equipment shall be included with the
proposal.
The City is requesting two (2) hard copies delivered to the address below and one (1) electronic copy in PDF
format emailed to nstong@morrobayca.gov.

All proposals must be received before 4:00 pm PDT on Thursday, September 24th, 2026.
Proposals received after the date and time specified will not be considered. Each proposal must be submitted
to the City Clerk's Office in a sealed envelope plainly marked with the proposal title and bidder name. Also,
submit the not-to-exceed fee proposal in a separate sealed envelope labeled “COST PROPOSAL” containing a
separate thumb drive with an electronic version of the Cost Proposal.
There is no expressed or implied obligation for the City of Morro Bay to reimburse the responding firms for any
expenses incurred in preparing proposals in response to this request. The City reserves the right to reject any
or all proposals submitted, to waive any irregularities or informalities not affected by law, to evaluate the
proposals submitted, and to award the contract according to the proposal which best serves the interests of
the City. Proposals will be evaluated on the basis of understanding the scope of work to be performed, methods
and procedures to be used, management, personnel and experience, and consultation and coordination with
the City. Proposals are not publicly opened.
Until award of the contract, the proposals shall be held in confidence and shall not be available for public
review. Upon award of a contract to the successful proposer, all proposals shall be public records. No proposal
shall be returned after the date and time set for opening thereof.
Any changes, additions, or deletions to this Request for Proposal will be in the form of written addenda issued
by the City. Addenda will be posted on the City’s website (https://www.morrobayca.gov/bids.aspx) where the

RFP is posted. Prospective consultants must check the website for addenda or other relevant new information
during the response period. The City is not responsible for the failure of any prospective consultant to receive
such addenda. All addenda so issued shall become a part of this Request for Proposal.

I. Scope of Work
Proposers must provide a specific, well-developed scope of work for all tasks and are expected to
incorporate their own expertise into the scope and propose modifications they deem necessary or
advisable.
The project consists of furnishing all labor, materials, equipment, tools, supervision, and travel
expenses necessary to complete the planning and design of the project including the following tasks:
Task 1 – Construction Management
The Consultant will provide construction management for the 2026 Pavement Rehabilitation
Project, which consists of localized digouts, and slurry seal. The engineer assigned to the project
will work closely with the City and will provide support as requested. Construction
Management includes providing engineering oversight to the project and City; meeting
attendance, including pre-construction, progress, and final inspection; submittal reviews for
compliance with project specifications; and pay application review.
Task 2 - Construction Inspection Services
The Consultant will provide full-time construction inspection services to the City for the slurry
seal, HMA digouts, leveling course, and HMA surface course for the project.
The Consultant will provide full time inspection for the surface sealing operations to monitor
laydown and application rate. The inspector will track staffing, quantities, and any other
required information. The inspector will also assist the City with other duties such as dialogue
with the public, notification of Police and other City Departments when necessary.
During paving operations for HMA digout, aggregate and subbase course, leveling course and
HMA construction, the Consultant will provide inspection of laydown including monitoring
thickness and temperature as well as placement of the HMA. In addition, the inspector will
provide field density tests using a nuclear density gauge to monitor the contractor’s
compaction efforts in compliance with project specifications and plans. Nuclear gauge
correlation will be included. If the tonnage exceeds 1,000 tons per day, a second inspector will
be added.
If compaction fails during construction, the Consultant shall be equipped to provide, as
additional services, the core density/ nuclear gauge correlation and/or core densities to
establish compaction as outlined in the contract documents. Quick turnaround time for this is
crucial so that failed materials can be addressed as soon as possible.
The inspection services will monitor the contractor for conformance to the contract
documents. Daily reports will include an account of the work performed each day related to
temperatures, thickness, and placement. Testing services include the field and laboratory
testing necessary to assure that the contractor is providing a product that is conforming to the
material specifications of the contract.
