INTRODUCTION:
The City of Campbell is requesting qualifications (RFQ) from consulting firms to provide third
party Plan Check and Building Inspection services for City’s Building Division. The selected
firm(s) will work with the Building Official, or other designated staff to review plans and
documents for code compliance. Consultant services will support the City by performing structural
and life safety, accessibility, plumbing, electrical, mechanical, Cal Green, energy and building code
review to ensure compliance with the California model codes and the City of Campbell’s Municipal
Code.
BACKGROUND
The Building Division has utilized outside consultants on an as-needed basis to provide plan check
services and building inspections services in order to handle overflow work. Given the increase in
development activity in the City of Campbell and the recent entitled of several large projects, the
City is interested in selecting up to four firms to provide plan check and inspection services on an
as-needed basis.
SCOPE OF SERVICES
Project tasks shall include, but are not necessarily limited to, the following described below.
Plan Check Services
• Provide plan review through a clear and detailed comment list that will include code
references and/or drawing snips and/or redline markings. The consultant may need to provide
additional explanation if the comments are unclear. The consultant shall perform any
necessary rechecks.
• Coordinate activities with Campbell’s Permit Technician, Building Official, Building
Inspector, or their designee.
• Conduct necessary site analysis when required
• Maintain records of plans reviews in process
• Provide continuity of plan check services through project completion
• Ability to perform, residential and commercial structural, general building, MEP, Energy,
CASp, and OSHPAD III type plan reviews.
Building Inspection Services
The consultant agrees to provide necessary deliverables, including but not limited to:
• pre-construction meetings
• phone calls
• photo uploads
• plan or revision review or uploads
• special inspection document review or uploads.
• Training and use of Campbell’s inspection system, My Government Online (MGO), for
inspection schedules, entries, and document depository.
• Consultant will be listed as Inspector of Record (IOR) to ensure code compliance against
City adopted California Building Codes, approved construction drawings, and documents
that may include RFI’s, revisions, shop drawings, or general coordination agreement.
Presumptions:
• Accepting that some inspections take longer than others, you can expect the average to be
about 1/2 hour for each inspection. Travel time is expected.
• After hours inspections will be billed at twice the standard rate (beyond 7:00 AM – 4:00
PM or City Observed Holidays)
• All inspection contracts will include an added fee for administration
• Fire Dept will inspect fire sprinkler systems.
• Planning Dept will inspect Planning elements.
• Public Works will inspect any work in the public right of way
• The client, developer, or City staff, will engage with consultant when appropriate.

SUBMITTAL REQUIREMENTS
The City is seeking a consulting firm with a solid understanding of the California Building Codes
and Campbell’s Municipal Code, to perform structural, life safety, accessibility, plumbing,
electrical, mechanical, California Green, and Energy compliance, for Building plan check review
and on-site Building Inspection services. The selected firm(s) must demonstrate that its team has
staffing capacity and experience in providing timely, accurate and comprehensive plan checking
services for construction projects.
The Consultant shall be responsible for preparing an effective, clear, and concise proposal. The City
is requesting an electronic copy of the proposal in PDF format emailed to RFP@campbellca.gov and
a cc: to bobl@campbellca.gov The proposal shall be organized by clearly labeled sections. Submit
an electronic signed copy of the Consultant’s formal proposal submittal including fee schedule
proposal in PDF file format with file titled as follows: RFQ Building Plan Check & Building
Inspection Services – Consultant Name.
Proposals must contain at a minimum the following information:
A. Format for Proposal: To facilitate the review of responses, all responses are required to
adhere to the following requirements regarding their proposal. The City strongly encourages
respondents to ensure that RFQ submissions are succinct and clearly organized. If the
proposal is not in this format or does not include all the listed items, it may be deemed
nonresponsive. For ease of handling, all responses are to be provided in a standard 8 ½” x
11” portrait layout in PDF format.
a. Title Page showing the request for proposals subject; the firm’s name; the name,
address, email address and telephone number of the contact person; and the date of
the proposal.
b. Table of Contents identifying the submitted materials by section and page number.
c. Detailed Proposal following the order as set forth below and clearly label each
section.
B. Statement of Qualifications and Interest. Explain the background of the firm and its
principals. Describe relevant public sector experience, including similar third-party plan
check services for other cities. Please provide the name, title, telephone number, and email
of the individual authorized to negotiate and execute the Consultant Services Agreement
with the City.
C. Staffing Capacity and Project Management. Briefly describe who will be the project team
leader and the individuals who will be assigned to plan heck service for individual projects
assigned by the City. Describe how your firm will manage projects and ensure that plan
check review are comprehensive, thorough, and will meet City deadlines.
D. Experience. Provide curriculum vitae and any relevant information (such as education,
training, certification, licenses, etc.) regarding the experience and skills of the individuals
on your team will be working with the City under the Consultant Services Agreement for
the period of the contract.
E. Fee Schedule. Provide labor fees (hourly rates) for all anticipated personnel.
F. Plan Check Turnaround Times. Provide plan check turnaround times for single family
dwelling, multi-family residential buildings, tenant improvements and commercial
/industrial buildings.
G. References. Provide contact information for a minimum of three public agencies that the
firm has worked with on similar projects within the past three years.
H. Statement indicating that the firm has reviewed the City’s standard Consulting Services
Agreement attached as Exhibit A, and is able to meet the agreement requirements, including
insurance requirements.
I. Comments on or Requested Changes to Contract: The City’s standard Consultant
Services Agreement is included as Attachment A to this Request for Proposals. The
proposing firm shall identify any objections to and/or request changes to the standard
contract language in this section.
